About the Role As the Director of Procurement, you will lead a team of procurement professionals to support the CFO and the Commission through the delivery of procurement and contract management services and advice.
You will exercise a significant degree of independence and perform an important leadership role in managing and advising on complex agency-wide procurement activities as well as supporting and advising on contract management across the Commission, ensuring these activities are undertaken in a manner that is compliant with the relevant Commission and Australian Government requirements.
Position Duties Preparing, interpreting and/or quality assuring high-level policy advice, reports, briefs, minutes, and correspondence within tight and competing deadlinesStrategically plan, advise on and support Commission wide procurement needs with stakeholders to support the effective delivery of Commission objectivesRepresent the Commission in high-level discussions and negotiations with key stakeholders where requiredBuilding strategic stakeholder relationships and managing complex projects collaboratively, including with organisations, and other government agenciesExercising sound judgement in the development of appropriate policies, systems, procedures, and controls to enhance the accuracy, timeliness and presentation of work within the group, in particular relating to procurement and contract managementWork in partnership with evaluation teams comprised of key subject-matter experts and other key stakeholders from across the organisation, supplemented with additional resources and expertise (e.g, governance and risk, financial and legal) to deliver the Commission's strategic procurement agendaProvide advice on contract management activities and issues to business areas across the Commission as requiredOversee and co-ordinate mandatory reporting obligations of Commonwealth agencies (AusTender, Senate Order (Murry Motion), Indigenous Procurement and others) as required.Leading and supporting staff through driving a culture of continued development and improvement within the teamOther duties in line with the EL2 Work Level Standard as directedPosition Eligibility Requirements (Selection Criteria): To be successful in this role you will need to demonstrate the following:
Extensive procurement and contract management knowledge and understanding of Commonwealth legislation and policies, especially the Public Governance, Performance and Accountability Act 2013 (PGPA Act), the Commonwealth Procurement Rules (CPRs) and the Australian Government Contract Management GuideDemonstrated experience and success in leading and delivering complex procurement activities and providing contract management services and advice, ideally with experience undertaking information and communications technology procurements for services, both project and sustainment in natureThe ability to provide advice and recommendations to the CFO and the Commission's senior leadership on procurement and commercial options, including risk and price implicationsThe ability to provide advice and recommendations to the CFO and the Commission's senior leadership on contract management issues and optionsThe ability to identify emerging risks, issues, and interdependencies, while considering these implications to propose solutionsDynamic leadership of teams and activities with the ability to consider and implement approaches that best achieve procurement outcomesBusiness partnership and representation skills, and the ability to negotiate and influence internal and external stakeholders, including potential external suppliers, through high level engagement and communication when requiredKey Capabilities Lead, manage, consolidate and implement the functions of the Commission's procurement and contract framework including a review of all existing procurement and contract management strategies, policies, systems and practices.Provide specialist procurement and contract advice as a trusted Business Partner to enable effective engagement in tendering processes, including value for money / quality outcomes, contracts, and delivery.You will be a motivated and a strong collaborative partner, with extensive experience delivering and advising on complex procurement and contract management activities within the Australian GovernmentYou must be able to apply practical, sound judgement in achieving procurement and commercial outcomes, understand opportunities and challenges that come from working within a smaller entity, and contribute to the broader effective operation of the CFO Group, Corporate Division and broader organisationYou will engage in complex problem-solving and identify and manage complex and time-sensitive risks as part of delivering complex procurement and contract management services and advice that will impact the Commission's strategic, political, financial, and operational outcomes.You will also be responsible for building and actively managing key stakeholder relationships within and outside the AgencyFederal government experience in a similar role is essential, and a formal qualification in procurement and/or contract management, or other relevant professional qualifications is highly desirableOther relevant qualifications or memberships (desirable).NV1 Security Clearance desirable or a minimum BaselinePosition Notes: Salary offered will be between $136,307 - $161,381 per annum depending on skills and experience.
In addition, 15.4% superannuation will be paid.Only candidates who hold Australian citizenship can apply.
