The role is responsible for the development of legislation relevant to the operation of QCS, through leading and managing the analysis, development and implementation of QCS' legislative reform agenda.In this role you will:Provide strategic leadership and direction to the Legislation Group, ensuring effective delivery of legislative policy development to facilitate a more contemporary and effective approach to correctional service delivery.Lead and promote a culture of innovation across QCS through legislative policy reform including establishing mechanisms which encourage employees to adopt an innovative mindset and approach to improving organisational performance.Lead and oversee the research, analysis, development, implementation and evaluation of policy relating to the Corrective Services Act 2006, other legislation relevant to the operation of corrective services, and associated reform projects.Lead corrective services legislation projects from initiation through to the conclusion of parliamentary consideration.Provide input into the reform of legislation of other justice sector agencies and other government departments relevant to corrective services.Develop strategic partnerships with key stakeholders including thought leaders in the sector, and represent QCS in a range of forums and committees to advance QCS's strategic interests.Lead the preparation of strategic advice for the Minister and QCS' executive officers in relation to emerging issues and legislative amendment, development of complex submissions and reports, briefing notes, presentations, publications and correspondence for various audiences, including Cabinet, Parliament, relevant stakeholders and the general public.Develop, influence and maintain relationships with key internal and external stakeholders and facilitate effective communication channels to ensure optimal outcomes, achievement of goals and fulfillment of responsibilities.Lead and manage the effective functioning of the Legislation Group, including active participation in planning, prioritisation of business and resource management, and fostering collaborative relationships with key internal partners to maximise outcomes through the effective use of available resources.Some essential requirements for this role are:Demonstrated experience in successfully leading a legislative policy function within a large and complex organisation.Extensive experience in leading the development, implementation, and integration of emerging and new legislative policy directions in a large, complex and highly regulated public sector organisation.Expert knowledge of the interpretation and requirements of relevant legislation and policy (e.g. the Corrective Services Act 2006, the Dangerous Prisoners (Sexual Offenders) Act 2003 and the Human Rights Act 2019) and its complex interrelationship with government, non-government and private sectors, or the ability to rapidly acquire such knowledge.High level analytical skills including the ability to interpret and analyse policy, develop solutions to complex problems and provide high quality advice.Ability to strategically lead projects, use relevant systems and effectively integrate related activities to achieve project deliverables and outcomes.High level interpersonal and written communication skills.Leadership and management skills.Applications to remain current for 12 months.Further informationWe are committed to building inclusive cultures in the Queensland public sector that respect and promote human rights and diversity.Please ensure you download all attachments and follow the instructions on how to apply.Inclusion and diversityWe are committed to building inclusive cultures in the Queensland public sector that respect and promote human rights and diversity, including making any reasonable adjustments to support you through the recruitment process.
