About our team
Chief Operating Officer Group | Finance Division | External Budgets & Revenue | External Budget Coordination & Budget Policy and Advice
The two positions are within the External Budgets and Revenue Branch. The branch is responsible for the effective and efficient management of the portfolio's input into the Commonwealth Budget process, the provision of high level strategic financial advice and contract related support for specified administered programs, and the tracking and analysis of the collection of revenue for the Department of Home Affairs (including the management of debts to the Commonwealth). The two roles on offer are in the External Budget Coordination and the Budget Policy and Advice teams.
The key areas of responsibility for both the External Budget Coordination (EBC) and Budget Policy and Advice (BPA) teams are producing the Portfolio Budget Submission, Portfolio Budget Statements and Portfolio Additional Estimates Statements. The teams prepare Senate Estimates and Question Time briefs, which are used by the Department executives including the Secretary and the Minister, responses to Questions on Notice, inputs to Ministerial Submissions and Cabinet Submissions.
To be a strong contender for either role, you will be a skilful communicator and negotiator with a strong record of achievement in financial and client services. You will exemplify a high level of personal integrity, be a team player, and have the capacity to lead through consultation and engagement.
Duties and responsibilities
As the Director of EBC you will:
Lead and manage a team responsible for the production of the Portfolio Budget Submission and the Portfolio MYEFO Submission.
Manage stakeholders across the Portfolio to ensure inputs for Ministerial Submissions, Cabinet Submissions and other Budget documents are timely, accurate and align with internal processes and strategic priorities of the Portfolio.
Produce high quality briefs including Senate Estimates, responding to Questions on Notice, media requests and other materials as required.
Manage and coordinate Budget related tasks including but not limited to Estimates Memorandums including Statement of Risk and Regional Ministerial Statements.
Management and tracking of the Cabinet comeback process.
Management of Freedom of Information (FOI) requests for the Branch.
As the Director of BPA you will:
Lead and manage a team responsible for the production of the Portfolio Budget Statements and Portfolio Additional Estimates Statements.
Manage the Central Budget Management System (CBMS) function for the Branch, including management of the departments TM1 based Government Estimates Update System (GEUS).
Produce high quality briefs, including Senate Estimates, and reference material relating to budget processes.
Manage and coordinate Budget related tasks including but not limited to Estimates Memorandums including Operating Losses and Movement of Funds
