Director, Electrification Strategy | Full-Time Temporary

Details: The Electrification of Government Gas Assets (EOGGA) Program will be delivered as a centralised Whole-of-Government program of works by Major Projects Canberra (MPC), supporting the ACT Government in meeting its target for net zero emissions from Government operations by 2040.
The Program will involve electrification of gas assets and associated electricity network upgrades in ACT Government owned and operated facilities.
Reporting to the Senior Director - Strategic Infrastructure and Sustainability, the Director, Electrification Strategy will lead the client-side development and delivery of individual electrification projects for the Education Directorate in partnership with MPC.
Primary Responsibilities: Under limited direction and in line with corporate objectives apply project management, contract management and procurement expertise to a broad range of advisory, design and construction projects as the client-side resource for the Education Directorate.Lead and contribute to the development and delivery of medium to high risk and complex infrastructure projects consistent with project specific time, cost, quality and scoping targets.Review technical specifications, financial reports and briefs, and technical content of submissions and tender documents for adequacy, compliance and fitness for purpose on complex and/or high-risk projects or procurements.Monitor and report time, cost and quality aspects of procurement activities, contracts and projects.Provide advice on the delivery of design or construction activities including navigating contractual terms to deliver time, cost and scope outcomes commitments and providing advice on risks and appropriate mitigation solutions including alternative delivery methods.Manage communication and advice to a multi-disciplinary team responsible for the delivery of infrastructure procurement, contract management and project management activities.Identify procurement, contract or project risks including applying sound risk management practices including contingency management throughout a project lifecycle.
Support the development and implementation of risk mitigation measures and communication with clients and stakeholders.Ensure adherence to the government's legislative, policy and governance processes, including the Capital Framework, Procurement Framework, project specific governance requirements and directorate requirements.Review and analyse business systems to manage procurement, contract and project data to support reporting and oversight of projects.Provide mentorship to junior team members to support learning and development across the organisation.Represent the program, or directorate at whole of government or industry committees as required.Adhere to and promote an awareness of the principles of the Respect Equity and Diversity (RED) Framework, workplace health and safety, the ACTPS Values and Signature Behaviours, and workforce diversity, to maintain a safe, healthy and fair workplace for all staff.Eligibility/Other Requirements: The following capabilities form the criteria that are required to perform the duties and responsibilities of the position.
Professional/Technical Skills and Knowledge: Extensive knowledge and experience in delivering a range of high risk and/or complex infrastructure projects (in particular HVAC) including knowledge of procurement, contract management or project management, with demonstrated ability in delivering time, cost and scope outcomes within a legislative, policy and governance framework.Maintain an up-to-date knowledge of sustainable technologies and management practices to improve the operation of plant and equipment and reduce greenhouse gas emissions in ACT public schools.Excellent written and oral communication skills, with the ability to represent the directorate in high level negotiations and liaisons with clients, suppliers, utilities, industry bodies and other stakeholders.Demonstrated experience of project management and risk management concepts, standards, methodologies and management tools in infrastructure projects and ability to apply knowledge to identify solutions and achieve outcomes.Behavioural Capabilities: Proven ability to lead a team and work as a team member under limited supervision, across multiple deadlines with competing priorities and deliver quality outputs and results under pressure.Ability to apply equity and diversity, participative management and occupational health and safety principles and practices in the workplace.Qualifications/Requirements: Mandatory: Hold a relevant professional qualification or accreditation with a professional body recognised within Australia; orHold a relevant building degree; orHave significant building or Infrastructure knowledge and/or project management experience.Understanding and experience in the delivery of electrification projects for social infrastructure.Hold or willingness to obtain the following National Accreditations:General Construction Induction Card (White Card).Notes: This is a temporary position available for a period of up to 12 months.

Under ABW arrangements, officers will not have a designated workstation/desk.
