ABOUT THE BRANCH

Budget Policy and Data Division is responsible for Finance's contributions to the annual budget process and leads Finance's data governance activities.
It has a centre of expertise in data analytics to assist teams across the Department.

The Division provides advice on whole of government budget trends and policy issues, budget processes, and methodologies for compiling budget estimates.
Working closely with the other central agencies, the division coordinates the annual Budget process and coordinates information and advice to Government from Agency Advice Units and other central agencies about budget issues and new policy proposals to provide advice to government.

The division produces and maintains the Budget Process Operational Rules (which are agreed by Government), provides guidance to portfolio agencies on their input into budgetary processes, and undertakes analysis and management of budget estimates in the Central Budget Management System.

The division collaborates with other functions across Finance to develop and maintain our data governance frameworks and our adherence with the

Data Availability and Transparency Act 2022

(DATA Scheme).
It also provides expert data analytics services to support Finance's budget, policy, delivery and operational activities.

Data Governance and Analytics Branch was established in late 2023 to be responsible for:

enterprise data governance for Finance, integrated with whole of government data frameworks and policies;

the management of requests for Finance data under the DATA Scheme; and

providing data-based insights to inform Finance's advice on government expenditure, program delivery and operations.

ABOUT THE OPPORTUNITY

The Data Governance Team is responsible for enterprise data governance in Finance.
As the Director of the Data Governance Team, you will work directly to the Chief Data Officer to lead the uplift of Finance's data maturity.
You will lead and motivate your team to deliver Finance's data governance priorities and be an active part of the leadership of Budget and Policy and Data Division.

As Director, you will engage with and support all parts of Finance to develop and administer our data governance frameworks.
You will be an organisational leader on data governance issues, working with Finance's diverse teams to:

consult, develop, and refresh Finance's data strategy;

develop enterprise data governance policies and standards, including communication and implementation strategies to implement Finance's data governance framework;

manage Finance's engagement with the DATA Scheme, including management of requests under the DATA Scheme;

coordinate whole of government data activities across the Department for example, Finance's response to the Data Maturity Assessment;

support the Chief Data Officer and the Senior Data Group provide Finance's Executive Board with an enterprise view of Finance's data risks and activities;

develop data products and deliver insights and visualisations to inform policy decisions.
This includes advising on best practice tools and techniques, as well as identifying and providing recommendations on data quality.

You will contribute to and communicate the strategic direction of the Department and your ability to translate strategy into operational goals will be complemented by sound judgement, ability to foster innovation and steer and implement change while dealing with uncertainty.

Public Service Act 1999 , employees must be Australian citizens to be employed in the Australian Public Service (APS) unless the Agency Head has agreed otherwise, in writing.

Successful applicants will be required to undergo the process to obtain and maintain, or continue to hold the required security clearance level for the role as indicated in the downloadable job pack.
All Finance staff are required to have a minimum baseline security clearance prior to commencement.
