The Aged Care Quality and Safety Commission (ACQSC) is the national regulator of Commonwealth subsidised aged care services. The ACQSC's primary role is to provide end-to-end regulation of aged care services for the purposes of protecting and enhancing the safety, health, wellbeing and quality of life of aged care consumers. Through engaging with aged care providers and consumers, the ACQSC's vision is to build older people's confidence and trust in the quality of their care and services.The ACQSC's functions are as follows:Protecting and enhancing the safety, health, wellbeing, and quality of life of aged care consumers.Promoting the provision of quality care and services by approved providers of aged care services, and service providers of Commonwealth funded aged care services.Regulating the Serious Incident Response Scheme.Approving providers of aged care.Developing, in consultation with aged care consumers and their representatives, best practice models for the engagement of providers with their aged care consumers and promoting those models to providers.Regulating aged care services according to the Aged Care Quality and Safety Commission Rules 2018 (the Rules) by accrediting, conducting quality reviews, monitoring the quality of care and services, and registering quality assessors.Ensuring compliance by approved providers with their aged care responsibilities, including prudential standards.Dealing with complaints made, or information given to the Commissioner in accordance with the Rules about an approved provider's responsibilities under the Aged Care Act 1997, or funding agreement.Imposing and lifting sanctions on approved providers.Providing education and information about matters relating to one or more of the Commissioner's functions to consumers and their representatives, providers of aged care services and the public.The ACQSC works under the Aged Care Quality and Safety Commission Act 2018, the Aged Care Quality and Safety Commission Rules 2018 and the Aged Care Act 1997. The ACQSC is a noncorporate Commonwealth entity under the Public Governance, Performance and Accountability Act 2013. Information about the Commission and its Regulatory Strategy is available on the website.About the Sector Capability and Regulatory Strategy DivisionThe Sector Capability and Regulatory Strategy Division comprises three key Groups: Regulatory Strategy and Policy; Stakeholder Engagement, Education and Communication; and Data, Analytics and Intelligence. Two other important programs of work also currently sit within the Division: Reform for Better Aged Care, and Knowledge Management.The Sector Capability and Regulatory Strategy Division supports the Commission and its achievement of strategic priorities and outcomes, and enables staff to deliver the Commission's purpose, including by:Establishing the Regulatory Strategy, with a focus on empowering and engaging older people, regulating providers, detecting and mitigating risk, and building sector capability.Establishing the Operational Policy Framework to ensure the translation of the government's regulatory framework into consistent, fit-for-purpose policies to support decision-making across the Commission.Harnessing data and intelligence from the aged care sector to understand trends and risks to inform preventative and responsive regulatory responses and decision making, deliver insights into sector performance and support service delivery.Providing education, information and targeted communications to the aged care sector on the regulatory functions of the Commission, best practice aged care, and strategies to reduce risk to older people and support capability uplift and behavioural change within the sector.Managing media communications, internal communications at a whole-of-Commission level, and parliamentary services.Conducting reviews and reconsiderations of regulatory decisions made previously by the Commission.The key duties of the position include:Reporting to the Commissioner, the Deputy Commissioner leads the Sector Capability and Regulatory Strategy Division. The Division delivers enabling services to support Commission regulatory functions including regulatory and operational policy, research, risk modelling, design of sector risk treatments, data, analytics, intelligence, communications and engagement. The Division also supports sector capability uplift through engagement, information, education, publication of performance insights and coordination of regulatory campaigns. The Division contributes to the Commission's accountability by undertaking reviews and reconsiderations of reviewable decisions.The Deputy Commissioner is currently also leading: the development and implementation of a Knowledge Management Framework for the Commission, and the Reform for Better Aged Care Program, a significant whole of Commission change program to prepare the Commission and older people, aged care providers and workers for the implementation of the new Aged Care Act. This program is managed in close collaboration with the Department of Health and Aged Care.A key aspect of this role's responsibilities is engaging with the aged care sector at senior levels to support, influence and promote sector-wide improvement including the new opportunities and changing regulatory processes and obligations anticipated under the new Aged Care Act.The role engages across the Commission to both deliver services and draw on expertise and shared resources, fostering collaboration and information sharing to achieve critical results.You will provide impartial, strategic advice and support to the Commissioner, based on your thorough understanding of the aged care sector and how to influence and enable change and improved performance at the level of individual approved providers, cohorts of providers, and across the whole aged care sector. You will be a key decision maker on matters that affect organisational performance, particularly in the area of regulatory strategy, application of data, analytics and intelligence to whole of Commission regulatory functions, and sector capability uplift through education, engagement, communication and regulatory campaigns. As a senior member of the Commission's Executive team, you will work closely with colleagues across the Commission to provide strong leadership and to shape the future direction and priorities of the organisation.AccountabilitiesReport directly to the Aged Care Quality and Safety Commissioner and, as a senior member of the Executive team, shape the development of strategic initiatives to deliver the work of the Commission.Provide high level strategic advice to the Commissioner, and through the Commissioner to the Aged Care Quality and Safety Advisory Council, and the Minister on a wide range of issues in relation to areas of responsibility.As the Executive sponsor for the Reform for Better Aged Care Program, work collaboratively across the Commission and the sector (including with the Department of Health and Aged Care) to ensure that the Commission's people, business processes and ICT systems are ready to deliver our regulatory functions under the new Aged Care Act and that older people, aged care workers and providers are well supported to be ready for the changes.Lead the annual review of the Commission's regulatory strategy and delivery of operational policy advice across all regulatory functions.Liaise, engage and influence senior leaders of aged care providers, including board members, chief executives and other senior managers to lead transformative change within their organisation and across the sector including in preparation for the new Aged Care Act.Oversee the continuing development and delivery of the Commission's data, analytics and intelligence services including the Commission's risk models and publication of insights and content that supports providers to assess their own performance.Oversee the delivery of education programs and resources to the aged care sector that are developed through co-design processes in collaboration with experts and users across the aged care system, with particular regard to the needs of diverse groups.Champion the adoption and implementation of the strengthened Aged Care Quality Standards and support capability uplift among aged care providers and workers to implement the strengthened standards and meet broader regulatory obligations.Oversee the Commission's program of work to identify sector risks and associated risk drivers and controls to develop whole of Commission risk treatment plans including regulatory campaigns.Lead and manage the development and delivery of effective communications to older people and the wider community to support active engagement with and understanding of the Commission's regulatory role.Deliver an effective media strategy for the Commission.Oversee the delivery of internal communications to support Commission staff to achieve organisational priorities and stay informed of cross-Commission issues and strategies.
