The role is accountable for the overall delivery of a number of key corporate and building management services for Members, Electorate Officers and the DLA itself.
The Deputy Clerk is also required to deputise for the Clerk and assist in providing high-level advice on parliamentary law, practice and procedure.Context Statement: The DLA provides operational support and professional advice to the 25 Members of the Legislative Assembly of the Northern Territory and facilitates meetings of the Assembly and its committees.
The key functions of the Department are: Facilitating the effective operation of the Assembly to ensure compliance with parliamentary practice, law and procedure.Providing procedural advice and support to all Members for the operation of the Assembly and its committees.Maintaining an official record of proceedings of the Assembly and its committees.Providing administrative services and advice relating to Members' salaries, entitlements, travel, security and electorate offices and staff.Managing the Parliament House building and parliamentary precinct to provide a safe, secure and well-maintained precinct for all building occupants.Providing administrative and research support to Assembly committees.Promoting community understanding of representative parliamentary democracy and the work of the Assembly through the delivery of education programs. The Deputy Clerk will be required to support the sittings of the Legislative Assembly; as such, the ability to attend work for long hours, including successive late-night finishes, is a requirement of the position.Key Responsibilities:Provide strong and effective leadership across all areas of management responsibility.Build and maintain trusted partnerships and collaborative relationships with other agencies in the NTG with whom the DLA partners to deliver services.Collaborate with the Clerk in the development and implementation of strategic and business planning processes and an organisational governance framework for the DLA.Facilitate, monitor and evaluate the effectiveness of corporate support and entitlement administration, consistent with the DLA's objective of remaining a trusted and reliable service partner for Members.Deliver results through modelling leadership, driving a culture of performance and partnership, and fostering a focus on delivering quality outcomes in the DLA.Assist with the effective operation of the Chamber, supporting the Clerk with the planning, coordination and conduct of the Chamber and parliamentary committee operations.Provide guidance on complex parliamentary procedural issues and provide knowledge, expertise and advice to the Speaker, including in the absence of the Clerk.Exercise discretion when dealing with Members, respecting confidences and acting with impartiality at all times.Undertake sophisticated research where complex questions arise in relation to matters of public administration, including the administration of Member entitlements, and in relation to parliamentary law, practice and procedure.Selection Criteria:Essential:Proven experience at a senior level in the operations of a House of Parliament, including advising Members on parliamentary procedure as a Clerk-at-the-Table.Demonstrated leadership experience, including an ability to build and lead high-performing teams and develop organisational capability and responsiveness.Demonstrated record of developing constructive relationships with senior internal and external stakeholders, resolving conflict, effectively negotiating to achieve outcomes and managing in sensitive environments.Excellent verbal and written communication skills, including the ability to work with staff at different levels across the organisation to deliver concise, authoritative, high-quality written materials.Demonstrated ability to identify and assess emerging issues, consider options and devise effective action plans and innovative solutions to complex challenges, including in a corporate services context.Experience in corporate services management and reporting frameworks at a senior level.Desirable:Tertiary and/or professional qualifications in a discipline relevant to the position - for example, arts, law, politics, public administration.Requirements for Selection and Undertaking the Role:Prior to being formally offered a position with the Department of the Legislative Assembly, applicants will be required to submit a pre-employment declaration which includes information regarding their criminal history, conflict of interest and other continuing employment or volunteer work.The successful applicant will be subject to a criminal history check.
