Salary
The Deputy Chair receives a total package of $459,760 per annum, full-time Authority members receive a total package of $398,450 per annum. Remuneration arrangements for these positions are made under the relevant Remuneration Tribunal determinations in accordance with the Remuneration Tribunal Act 1973.
The Opportunity
The Australian Government is looking for exceptional candidates to fill statutory positions on the ACMA: Deputy Chair, as well as current and future vacancies for full-time Authority member roles. This is a unique opportunity to play an important role in supporting consumer outcomes across a range of communications and media sectors.
Suitable candidates will have extensive experience as a senior executive and will be exemplary leaders able to support the ACMA to build trust and confidence in Australia's communications and media sectors through effective and timely regulation; promote consumer interests and public safety; and foster effective relationships with consumer groups, industry and government stakeholders.
About the ACMA
The ACMA is responsible for regulating telecommunications, broadcasting, radiocommunications, scams, unsolicited communications, interactive gambling and some online content. The agency has specific responsibilities set out under five principal acts and a range of other acts: Australian Communications and Media Authority Act 2005 (ACMA Act), Radiocommunications Act 1992, Telecommunications Act 1997, Telecommunications (Consumer Protection and Service Standards) Act 1999, and Broadcasting Services Act 1992. The agency has approximately 500 staff across three central offices in Canberra, Sydney and Melbourne.
The Authority
The Authority consists of at least three, and not more than nine members, including a Chair and Deputy Chair, who are appointed by the Governor-General. The Minister may also appoint Associate Members on a full-time or part-time basis. Following a comprehensive review in 2016, the Authority has consisted of full-time members supported by part-time Associate member roles with specific expertise.
The key duties of the position include Role of the Deputy Chair
The Deputy Chair is involved in regulatory decision-making and acts as the Chair any time there is a vacancy in the office of the Chair. The Chair may delegate (where possible) specific activities or functions to the Deputy Chair to assist in driving organisational change so the ACMA remains a best practice and contemporary regulator of the communications and media sectors. This includes chairing or participating in whole-of-agency oversight committees. They will work closely with other members and engage with stakeholders and represent the agency in relevant external forums.
The Deputy Chair, along with the Chair and other Authority members, is expected to actively engage with the media and other communication channels to raise awareness of the ACMA's role, emerging issues in the communications and media sectors, and promote consumer protections and harm minimisation.
Role of the Authority members
Authority members are involved in regulatory decision-making and work closely with other members. From time-to-time Authority members may provide focus and leadership in a particular field, based on their skills, expertise or interest in a field relevant to the business of the ACMA and be the lead for the Authority's work in that area. This includes engagement with stakeholders and representing the agency in relevant external forums. While Authority members may be appointed on a full-time or part-time basis, the intention is to appoint future Authority members in full-time capacity.
Skills set of the Authority
The collective skills set of the Authority can be expected to include knowledge of, or experience in, communications and media sectors, economics, law, public administration, regulation (including enforcement and compliance), and consumer protection and advocacy. In finalising decisions on appointments, consideration will be given to the collective skill set of Authority members.
Working location
The place of work will be Canberra, Sydney or Melbourne, with travel required.
