Primary Objective: Provides professional advice and leadership in the creation, implementation, and review of the Department of Corrections (DoC) workforce development initiatives to ensure professional development is planned and designed to address current and future needs.
Key Duties and Responsibilities: Develop and implement a strategy that addresses both current and future workforce capability development needs. Manage, direct, report, and evaluate the review and analysis of workforce development initiatives, including identification of core and technical competencies and cost-effective delivery models. Through consultation, undertake a training needs analysis and develop a strategic workforce capability plan. Conduct audits of essential skills and coordinate feedback to ensure that development activities meet the needs of the organisation and support continuous improvement. Develop partnerships with other key stakeholders to ensure training development and delivery meets appropriate standards and qualifications. Research and provide advice on workforce data and contemporary/emerging workforce issues and recommend options to deliver on the agency future needs. Review, design, and support best practice systems in consultation with the Trainers and Manager RTO Compliance to support best practice, reporting, and performance. Selection Criteria: Essential: Proven experience in the design, development, and implementation of workforce strategies that enhance workforce capability and performance. A high standard of written, oral communication and consultation skills, and the ability to engage with a wide range of stakeholders and people from diverse cultures. Sound research, conceptual and analytical skills with the ability to develop a coordinated and logical approach to solutions and negotiate successful outcomes. Demonstrated management skills including team supervision and the development and implementation of systems, procedures, and performance reports to support innovation and continuous improvement. Demonstrated experience in providing quality service to internal and external stakeholders with a preparedness to think innovatively and modify approaches to suit specific needs. Working knowledge of adult learning principles and practices and how they relate to the development and delivery of strategies to enhance workforce capability planning. Desirable: Certificate IV in Training and Assessment. Relevant tertiary qualifications. Further Information: The Department of Corrections has a Smoke Free Policy. Staff are not permitted to smoke anywhere on departmental premises, facilities, or in vehicles, nor whilst working off-site. The preferred applicant/s will be required to complete a pre-employment questionnaire and undergo a criminal history check prior to commencement of employment. An adverse criminal history check will not necessarily exclude an applicant from this position. All Department of Corrections employees are subject to random drug and alcohol testing.
