Delivering 4 Customers (D4C) is a consortium comprising of industry leading Tier 1 organisations – John Holland, Service Stream and WSP. Sydney Water has partnered with the D4C to deliver design, construction, maintenance and facilities management services across their southern region - from Bondi to Gerringong, and out to Georges River.
We are seeking a highly experienced and versatile Finance Manager to lead the establishment of a financial framework on a long-term "Avoid Fail" critical sewer rehabilitation and renewal program. The ideal candidate will bring a strong blend of technical expertise, strategic insight, and hands-on finance operational capabilities. This role offers the opportunity to build the finance function from scratch and oversee its transition into a BAU environment, delivering end-to-end financial services and partnering with stakeholders to drive business success.
Key Responsibilities: Finance Setup and Governance:Design, implement, and maintain a robust financial framework for the new business entity.Establish financial processes, systems, and controls to ensure compliance with accounting standards, legislative requirements, and audit readiness.Develop and implement revenue and margin recognition policies in line with accounting standards.Financial Reporting and Analysis:Deliver accurate and timely financial reports, including P&L, balance sheet, and cash flow statements.Conduct budgeting, forecasting, and variance analysis to provide insights into financial performance and support strategic decision-making.Prepare monthly and quarterly financial performance reports, highlighting key risks and opportunities.Collaborate with project controls, commercial, and operational teams to oversee project budgets, costs, and expenditures, ensuring accuracy and compliance.Oversee financial controls with relevant business partners for project governance, including claim management, compensation events, and cost recovery.Participate in project reviews, analyzing financial performance and identifying risks.Month-End and Year-End Oversight:Manage month-end, half-year, and year-end processes, ensuring timely and accurate cost and revenue allocation.Coordinate journal processing, cost transfers, and financial reconciliations to maintain audit readiness.Drive continuous improvement in financial processes and reporting efficiency.Compliance and Stakeholder Management:Ensure compliance with taxation, legislative, and governance requirements, including GST, tax audits, and JV agreements.Act as the primary interface with joint venture partners, external auditors, and key stakeholders.Maintain detailed knowledge of financial aspects of contracts, including commercial arrangements and models.Leadership and Business Partnering:Provide guidance and coaching to finance team members and the broader business on finance processes and systems.Partner with project managers, operational teams, and IT to streamline systems and enhance efficiency.Act as a strategic advisor to leadership, driving value creation and supporting decision-making.Lead efforts to optimize finance systems, processes, and procedures to meet evolving business needs.Champion financial governance best practices and drive problem-solving initiatives.Support automation and innovation projects to streamline workflows and enhance financial oversight.Skills and Qualifications: Bachelor's degree in Accounting, Finance, and professional qualification (CPA / CA / CIMA).Proven experience as a Finance Manager, with a track record of establishing and managing financial frameworks for new or complex businesses.Strong understanding of financial reporting, compliance, and governance requirements, including GST, tax, and JV agreements.Expertise in project financial management, including budgeting, forecasting, claim management, and cost control.Hands-on experience with accounting software and finance systems (Jobpac, InEight experience will be highly regarded), with a focus on process improvement and automation.Excellent analytical, organizational, and problem-solving skills, with the ability to manage competing priorities.Strong leadership, communication, and stakeholder engagement skills, with a collaborative and proactive mindset.What We Offer: The opportunity to shape and lead the finance function of a new business entity.A dynamic and collaborative work environment within a high-performing joint venture.Competitive remuneration and career development opportunities in a growing infrastructure services business.We welcome and encourage applications from diverse backgrounds, including Aboriginal and Torres Strait Islander people, LGBTQIA+, people with disability, people with caring responsibilities, people from culturally and linguistically diverse backgrounds, and veterans.
