Guide, facilitate, and support policy and operational teams across the division to implement decision support material. Work in a small team with flexible work options Who we are Biosecurity Operations Division delivers nationally integrated biosecurity and imported food regulatory activities to ensure goods, conveyances and travellers meet Australia's import requirements. Division operations include policy and regulatory control setting across imported food and biosecurity risk pathways, as well as the delivery of assessment, inspection, community engagement and contact centre services. The division also partners with industry to improve the delivery of regulatory functions. The division spans a range of regulatory activities that plays a critical role in reducing risk and shaping our nation to become one of the few countries in the world to remain free from the world's most severe pests and diseases. Maritime Operations and Regulatory Capability delivers regulatory assessments and inspections of international vessels to ensure compliance with Australis's biosecurity requirements. The pathway holds responsibility for administering the Infringement Notice Scheme primarily for infringement notices issued in the airport environment. In addition, the pathway also undertakes a range of enabling services on behalf of the Biosecurity Operations Division including recruitment and workforce planning, learning and development, coaching and regulatory capability and workforce management. The Decision Support Material (DSM) team is responsible for the management of biosecurity information in the Instructional Material Library and ensures that information and knowledge flows through the Biosecurity Operations Division (BOD). We help biosecurity staff to do their jobs effectively by acting as the librarians and editors for the policies, guidelines and procedures that set out best practices for conducting biosecurity work, and ensuring it reflects the requirements of biosecurity policy. The DSM team is a small team comprised of an Assistant Director and two dedicated Technical Editors who work across all instructional material in the non-export space. A key aspect of the team's work is coordinating the reform of decision support material in the Biosecurity Operations Division. The Job The Program Officer's work will focus on the reform of decision support material to ensure it is clear, brief, and practical. They will guide, facilitate, and support policy and operational teams across the division to implement decision support reform through a series of meetings and workshops. They will be responsible for communication, project management and coordination. They will identify opportunities for capability growth and continuous improvement and work directly to the Assistant Director to develop and deliver training. Some areas of BOD are in the process of a major update to their instructional material. The addition of this role will ensure the DSM team can provide an appropriate level of support to BOD teams at every stage in the transition to decision support material. The ideal candidate for the role will also assist in progressing the necessary governance and stakeholder management underpinning the reform work. Skills and Capabilities The successful candidate should be able to:  Work with stakeholders to apply defined frameworks to their specific circumstances.  Build and develop strong internal and external stakeholder relationships, including negotiating to achieve mutually beneficial outcomes.  Work as part of a team to support and maintain a positive team environment.  Establish clear work plans and prioritise workload.  Respond flexibly and adaptably to a changing environment with a view to meeting both immediate needs and future challenges. Knowledge and experience The Program Officer will be responsible for:  Coordinating the decision support material working group.  Coordinating and reporting on the performance of decision support reform activities.  Supporting teams drafting decision support material and connecting them to other resources where needed.  Supporting the delivery of decision support material training, with the potential to deliver the training in the future.  Maintaining the currency of information and documentation in appropriate systems.  Responding to complex internal stakeholder enquiries, as well as developing or maintaining instructional material and tools.  Administrative support including report preparation and shared mailbox management.  Knowledge and understanding of the department's information management approach, or the ability to quickly acquire it, will be well regarded. Eligibility Citizenship - To be eligible for employment with the Department of Agriculture, Fisheries and Forestry you must be an Australian citizen. Security Clearance - This position requires a Baseline Vetting security clearance. You will be required to obtain and maintain a clearance at this level. Pre-employment Check - Your suitability for employment will be assessed through a pre-employment screening process. This process includes a requirement to undergo and satisfy a National Police Check, referee checks, character clearance and where required a pre-employment medical assessment, specified mandatory qualification(s) validation and a probation period of 6 months. MSIC and ASIC Licences – If the position requires unescorted access within an aviation or maritime security zone, you will be required to obtain and maintain an Aviation Security Identification Card (ASIC) or Maritime Security Identification Card (MSIC).
