The Coordinator Learning and Development is responsible for the design, implementation and continuous improvement of high quality corporate learning programs. This role ensures that learning initiatives align with organisational strategy, workforce needs and budget constraints to support induction, onboarding, skill development and performance across the employee lifecycle. Collaborating with Council leaders, the broader People and Culture team and the Learning and Development Officer, this role is a trusted advisor to achieve impactful organisational wide learning outcomes.
What you'll be doing: Conduct regular training needs analysis in partnership with leaders and stakeholders to identify priority areas for skill development, to inform a comprehensive learning program, including but not limited to a corporate training calendar, online learning and study assistance, aligned to organisational goals.Conduct regular compliance training needs with subject matter experts within the organisation, to ensure appropriate compliance training is assigned to manage risk and legislative requirements.Develop and oversee an annual corporate training calendar that supports organisational priorities, maximises participation and ensures corporate training expenditure is aligned to the annual corporate training budget allocation.Lead the design, delivery, and ongoing review of the induction program to ensure new employees are effectively inducted into the organisation.Coordinate utilisation and engagement with Council's online learning platform to enable compliance learning requirements are met, along with a positive end to end user experience.Continuously gather feedback and assess effectiveness of induction and learning programs to make necessary improvements.Establish and maintain currency of relevant learning and development policies, procedures, processes, guidelines and forms aligned to organisational standards, ensuring accessibility and consistent practice for leaders and teams regarding learning at Council.Act as a trusted advisor, providing expert advice to leaders and employees on Learning and Development matters.Oversee the monitoring of the Learning and Development budget, tracking expenditures within approved allocation, and inform future learning and development budgetary requirements to support organisational priorities.Oversee procurement activities to source and engage suitable learning and development providers, ensuring compliance with organisational procurement policies and procedures.The skills and experience you'll bring to the role: A tertiary qualification in Human Resources, Organisational Development, Psychology or relevant discipline, and several years of subsequent relevant experience or an equivalent alternate combination of relevant qualifications, knowledge, training and/or experience.Demonstrated learning and development experience, particularly in defining, implementing and evaluating a wide variety of induction and learning and development programs and initiatives across a diverse organisation.Strong skills in the ability to diagnose learning and development issues and design and implement appropriate solutions and programs at an individual, team and organisational level.Well-developed research, analytical and project management skills, including scoping, planning and implementing projects.Well-developed interpersonal and verbal communication skills, including the ability to coach, facilitate and consult to engage, motivate and influence.Well-developed written communication skills, including the ability to prepare and present reports, briefings and submissions to develop the desired outcome.Proven ability to be agile, customer focused and collaborative to establish and maintain positive relationships within a team, and with the organisation's leadership and staff at all levels.Proven ability to effectively coordinate allocated budget, tracking and reporting on expenditure.Proven ability to effectively lead, supervise, coach and develop others.Why Hume City Council?
