The core working hours are 8:30 am to 5:00 pm, Monday through Friday.
The opportunity is an exempt position. Employees are not eligible for overtime pay for any hours worked over 40 in a standard workweek, should it be necessary.
Salary range: $85,000 - $95,000/yr
The Contract Manager administers contracts from solicitation to closeout; ensures compliance and cohesiveness in departmental operations and the work product. Develops proposals; prepares, evaluates, negotiates, and awards contracts and subcontracts; and coordinates with Melwood customers, subcontractors, vendors, and other departments as appropriate. Position will provide contract management support to Melwood Community Services, Inc. and Melwood, Inc.
INTRODUCTION The Contract Manager Specialist advances the mission of Melwood as an integral team member of the Contracts and Procurement department. The purpose of this position is to administer contracts and subcontracts held by Melwood, from solicitation to closeout, ensuring compliance and cohesiveness in departmental operations and the work product. The primary function of the Contract Manager is to develop proposals, prepare, evaluate, negotiate, award, and administer assigned contracts and subcontracts, and coordinate with Melwood customers, subcontractors, vendors, and other departments which are interrelated with the Contracts Administration function.
KEY RESPONSIBILITIES Prepares proposals to meet Melwood Community Services and Melwood, Inc. needs; coordinates input from operational staff to ensure all portions of the proposals are completed in an accurate, timely, well-formatted fashion; and articulates and writes sound basis of cost documents to facilitate successful negotiations.Maintains contract data and all relevant life-cycle and deliverable tracking information in Agiloft platform for assigned contracts; assists with delays or deficiencies in delivery of service; maintains contracts and subcontracts electronic and hard-copy records in accordance with standard operating procedures; prepares and maintains contract deliverables; and ensures timely delivery of deliverables in conformance with contract specifications.Ensures processing of accurate data and timely invoices for payments; ensures properly authorized payments to vendors; reviews and analyzes monthly Accounts Receivable records in collaboration with the finance and operational staff; ensures timely payments; and recommends corrective payment actions.Administers contracts, modifications, master service agreements, purchase orders, statements of work, performance work statements, task orders, IDIQ, and all other applicable contractual documents.Maintains accurate contract status and applicable minimum wage requirement reports for all assigned contracts; maintains funding tracking for contracts and subcontracts in Agiloft platform.Assists Program Managers and Finance with monitoring performance against the cost allocation and contract requirements; identifies changes in contract funding or scope of work; provides contract execution and other information to management staff as needed.Other duties (as assigned).QUALIFICATIONS Bachelor's degree in Business or a related fieldThree (3) years of progressively independent Contracts Administration experience, with an emphasis on federal government contractingCPCM, CFCM, or other relevant certification preferredEffective oral and written communication, customer service, time management, and problem-solving skills.Equal Opportunity Employer/Protected Veterans/Individuals with Disabilities
