The Federal Government appointed Country SA PHN to enhance the delivery of focused and appropriate health services to the rural communities of South Australia. The goal of the organisation is to improve the efficiency and effectiveness of health services for people particularly those at risk of poor health outcomes, improve the coordination of health services, and increase access and quality support for people. Job DescriptionThe Role The Contracts and Compliance Officer is responsible for the efficient and accurate administration of all contracts and tenders issued by Country SA PHN.
Under the direction of the Executive Manager, this role supports compliance to best practice procurement and contract management principles to deliver the greatest possible health benefits for all country South Australians through a rigorous commissioning and contracting process.
The Contracts and Compliance Officer works in conjunction with the Commissioning team and other relevant portfolios to establish and manage systems, processes and policies that advance best practice organisational commissioning.
This includes support to procurement activities and contract and performance management.
The Contracts and Compliance Officer will be responsible and accountable for delivering the following activity in alignment with CSAPHN's Strategic Priorities :
Priority 1: Commission effective and efficient services that deliver health equity Support staff, where appropriate and within expertise of the role, with regards to implementation of the Integrated Commissioning Approach within CSAPHN, including support to procurement activities and contract and performance management.Support tender approaches and processes, including participation in tender working groups, assisting documentation development, coordination of assessors, and management of tenders via TenderLink.Support contract preparation, contract variation and relevant approval processes.Work with CPMs and relevant portfolios to develop contracts, ensuring content alignment to program guidelines and ensuring clarity and consistency.Priority 2: Facilitate local capacity for the delivery of responsive, sustainable services Identify continuous improvement opportunities and develop enhancements that add value to existing processes.Priority 3: Improve people's experience of primary health care Provide support to the Executive Manager and wider Commissioning team to ensure work is prioritised according to deadlines enabling responsiveness to stakeholders and communities.Create and maintain contract reporting templates in conjunction with the Commissioning team and relevant portfolios.Priority 4: Practice responsible and effective corporate and clinical governance Manage the Microsoft Dynamics CRM contract management system within the confines of this role to ensure contract compliance and approval workflows for all agreements.Maintain Contracts, Tenders and Commissioning shared mailboxes, by ensuring efficient and organised actioning and filing.Provide support to the Independent Commissioning Committee, including coordination of briefing approval processes.Support compliance with any relevant legislation or statutory obligationsEnsure that CSAPHN information systems and platforms are accurate and meet the needs of efficient and effective support strategies.Participate in a culture of continuous learning, innovation and improvements.Assist with the development, maintenance and application of templates, guidelines, policies, and procedures in conjunction with the Commissioning team and other portfolios as relevant.Other duties: Engage with internal and external stakeholders at all levels with respect, collaboration, and cultural sensitivity.Ensure best practice processes across all areas of responsibility and identify opportunities for innovation and continuous quality improvement.Regularly attend team and staff meetings and participate in working groups.Comply with reporting requirements as directed.Perform other reasonable duties as required to meet organisational objectives.Support the organisation to embed reconciliation initiatives into business and our everyday work in line with our CSAPHN Reconciliation Action Plan.Country SA PHN offers a great range of benefits to our employees, including:
