The Opportunity

The Department of Parliamentary Services (DPS) is recruiting for a Parliamentary Service Level 5 Contract Administrator within Property Services Branch.

DPS supports the functions of the Australian Parliament and the work of parliamentarians through the provision of professional services, advice and facilities, the ongoing maintenance of Australian Parliament House and makes the building and the important activities that take place within it accessible.

The Maintenance Contracts team is seeking to engage a Contract Administrator with excellent communication, both written and verbal along with well-defined organisational skills.
Reporting to and working closely with a Contract Manager, the successful applicant will assist with as well as manage a number of varying building maintenance Contracts.

Who we are looking for

To be considered for this position, you must be able to perform the following functions:

Ability to effectively apply administrative, organisational contract administrative skills relevant to the position.

Contract Management knowledge and experience, including;

Demonstrated experience and ability to implement and manage performance-based maintenance contracts, such as preventative and break-down maintenance and refurbishment.

Demonstrated experience in technical and performance analysis and conduct investigations.

Demonstrated written ability in producing professional technical and business related reports, meeting minutes, and proficiency working with spreadsheets.

Ability to establish and maintain strong stakeholder relationships.

Job Specific Requirements :

Certificate IV in Government (Procurement and Contracting) or higher, or the ability to acquire.

The successful applicant will be required to obtain and maintain a Negative Vetting 1 (Confidential/Highly Protected/Secret) security clearance.

Immediate supervisor : PSL6 Contract Manager

Under limited/general direction undertake duties in accordance with the agreed standards for the Parliamentary Service Level 5 classification.
The duties will include, but are not limited to, the following:

Demonstrated experience, under supervision, assisting and managing contracts.

High level administrative and financial support experience.

Ability to work under limited supervision and to organise and prioritise workloads to meet conflicting deadlines.

Demonstrated experience using computerised maintenance management and document management systems to plan, schedule and manage contract activities.

Strong client focus and experience in establishing and maintaining effective working relationships with clients, contractors, and occupants of Parliament House.

Demonstrated verbal and written communications skills using proven negotiation, liaison, and analytical skills.

Demonstrated experience working in a team environment, contributing to the achievement of objectives, and implementing improvements to processes and practices of the section.

Employees of DPS are required to be able, and to be seen to be able, to provide professional advice and services to all Senators and Members without favour or prejudice.

Selection Criteria

Perform a range of contractual and administrative functions in the management of various maintenance contracts including setting goals and ensuring the completion of work to the agreed schedule.

Manage and conduct inspections of completed maintenance including completion of checklists and compilation of data.

Assist in the preparation of statements of requirements and requests for tender.

Negotiate with client areas for access permission.

Liaise with Maintenance Services for plant isolations, lighting changes etc.
in the department's computerised Building Management System, where relevant, to enable work to be performed.

Assist in the preparation of monthly reports and arrange regular meetings between stakeholders.

Contribute to Senate Estimates briefs and responses to Questions on Notice.

Assist in the financial management of the section's budget.

Ensure all documentation and work history is accurately recorded in the department's computerised maintenance management and document management systems.

Entering and interrogating data in SAP.

Salary

Currently, the salary range for this position is $86,137 - $92,412 per annum.

Conditions of Employment

Employment opportunities at Department of Parliamentary Services are subject to a range of conditions prescribed in the

Parliamentary Service Act 1999

which include:

Australian citizenship

– to be eligible for employment with DPS, applicants must be an Australian Citizen.

Security clearance and character clearance

– the preferred applicant will be required to obtain and maintain a security clearance at the level specified, as well as complete and be deemed suitable through a Nationally Coordinated Criminal History Check.

Health assessment

– a pre-employment health assessment will be required where there are physical or medical requirements for the role.
