We have been building powerful partnerships for children for over 85 years, and are now active in more than 80 countries.About the consultancy We are looking for a consultant to conduct a strategic evaluation of resilience programming across Plan International Australia's (PIA's) programming portfolio. The purpose of the evaluation is to understand the extent to which Plan International's Resilience Framework is currently applied in PIA's program portfolio and the results of its application, as well as to identify potential approaches to improving its use.The evaluation is guided by Key Evaluation Questions (KEQs) outlined in the attached ToR. The final methodology and sampling approach will be agreed between the consultant and PIA and will involve both secondary data sources and remote primary data collection. The evaluation will include all five pathways in the Resilience Framework and PIA's program portfolio as a whole, although some specific aspects of the evaluation may focus on selected resilience pathways, projects or thematic areas.The consultancy is expected to require 20 days of work spread across June, July and August 2024.Draft and final evaluation plan, including evaluation matrix, methodology and data collection toolsOnline reflection or sense-making sessionDraft and final evaluation report1-page visual document summarising resultsSkills and experience 5+ years of evaluation experience, preferably in international development.Experience in conducting strategic evaluations, thematic evaluations and/ or meta-evaluations.Expertise in climate change, resilience or other relevant thematic areas, in an international development context.Familiarity with work around localisation in aid/ development in the Australian aid sector and international contexts.Understanding of the core concepts of gender transformative change in the context of international development programming.Excellent qualitative data analysis skills and ability to triangulate qualitative and quantitative data sourcesSkilled in delivering clear and succinct evaluation reports and presenting data in visually interesting ways.Contract rate: AU$1,000-$1,200 per day (for a maximum 20 days, around $20,000-25,000 total contract term).Next steps Please refer to the attached Terms of Reference (TOR) for further details of the consultancy.
