About the Project
The Department of Transport & Planning, through Head, Transport for Victoria, has contracting relationships with our major train and tram operators - Yarra Trams & Metro Trains Melbourne, managed on behalf of the Victorian Government.
The MR4 tram franchise agreement will come to term in 2024, and the MR4 train franchise in 2027. The Department of Transport has an established project team, MR5, which has been reviewing the State's franchise agreements and undertaking the procurement for both contracts. The team provides options on relevant reform and constructs the future agreements for implementation.
The franchise contracts detail the day-to-day operation of services and performance standards; responsibilities about customer service, security and staffing; and maintenance and cleaning. The project team supports the Department of Transport and Planning's due diligence and review of existing and future proposed arrangements, ensuring that contracts provide the best value for money and enhanced services for the Victorian community.
About the Role
Full Time Fixed Term until 28/11/2027
Working closely with the Customer Workstream Lead and broader project stakeholders, and drawing on the expertise of specialist advisory consultancies, the Commercial Manager will be responsible for undertaking detailed analysis of existing and potential arrangements to inform future contractual requirements. The Commercial Manager will lead analysis of financial, commercial, operational and asset inputs and data to assess performance, opportunities for improvement and make recommendations, while ensuring stakeholders are consulted and informed of potential changes.
The role seeks to identify options, manage risks and recommend actions to drive innovative and improved outcomes. It will require the production of project documentation for both internal and external audiences. The role will support the development of customer requirements for the future arrangements and the associated performance regime, seeking to embed reforms that deliver a consistent customer experience across all transport modes.
The successful applicant will have substantial experience relevant to complex contracts in the public sector.
We are seeking a candidate with strong critical thinking, problem-solving, and project delivery skills, capable of influencing and managing stakeholders effectively while demonstrating business and commercial acumen. The ideal applicant thrives in collaborative environments, adapts quickly to changing priorities, and maintains resilience under pressure to lead teams toward successful outcomes.
Position Outcomes / Accountabilities

Gather and analyse information from within DTP and from other sources to support development of arrangements for the new agreements.
Prepare project documentation and advice, including submissions to government and internal stakeholder briefings, on the project workstream areas of review/change and other complex commercial / policy matters.
Stakeholders perceive that analysis and advice is comprehensively considered, takes into account whole of project outcomes and supports successful outcomes through a supportive partnership approach.
Assist with the identification and resolution of project and strategic issues to support timely and effective decision making and negotiations.
Contribute to achievement of value for money outcomes through participation in the evaluation of options.
In line with Section 31A of the Public Administration Act 2004 (Vic).

Qualifications and Experience
Mandatory

A proven record of working with customer experience strategies and initiatives, ideally in a public transport setting.
Demonstrated experience working on commercial projects in either public and/or private sectors.
Experience working with State or Federal Government.
A relevant tertiary qualification in commerce, finance, economics, business management or related discipline is highly regarded.
