Within the Civil Maritime Capability Division (CMCD), the Civil Maritime Acquisition Branch (CMAB) is responsible for the development, acquisition, and transition into service of capabilities required to deliver patrol, response, and surveillance effects in support of Civil Maritime operations. CMAB works closely with Civil Maritime Sustainment Branch to ensure that capabilities being delivered are fit for purpose and are transitioned effectively.

The Assistant Director manages High Risk High Value (HRHV) and complex procurement activities and provides procurement advice and expertise to Civil Maritime Capability Division. This involves an understanding of current operational requirements, engagement with contract management and operational areas, and an ability to articulate these requirements. This position supports the implementation and execution of the Civil Maritime Capability Plan through the provision of procurement planning advice and management, in support of the Capability Development functions as they relate to the capability planning and execution.
The Assistant Director enables value for money delivery of contracted goods and services to support Civil Maritime capability, and the ABF and department as a whole. We are seeking experienced and resourceful leaders with exceptional communication skills to support capability development within the team, enable continuous improvement practices, and build strong working relationships with third-party vendors.
Our ideal candidate will possess strong leadership skills in driving a team to ensure high quality, practical, and timely procurement advice and services for the Branch and Division.
The key duties of the position include: Work closely with the Chief Superintendent CMAB to coordinate short and long-term strategic procurement planning for ABF Maritime HRHV initiatives. Manage the development of in-depth procurement strategies in consultation with business partners in accordance with departmental processes and guidelines, seeking appropriate delegate approvals when required. Establish governance arrangements and mechanisms, including probity assurance, in line with industry standards and departmental frameworks and legislation. Develop and maintain strong and cooperative working relationships with suppliers, business areas, and stakeholders taking into account the need for probity and ethical behaviour. Lead and manage teams to deliver objectives and services effectively. Conduct effective risk management in accordance with the appropriate risk management plan and the Department's risk management framework. Role requirements/qualifications: Certificate IV in Procurement and Contracting or equivalent on commencement or within 12 months of commencement. Skills: AusTender and Commonwealth Contracting Suite Understand, apply and meet legislative and financial regulations Procurement governance processes and mechanisms Project management Relationship management. Knowledge: Relevant legislation, guidelines, policies, and procedural instructions.
