Team Leader of Open Space Assets & Urban Streetscapes The City of Salisbury is a local government entity and encompasses an area of 158km2. We are a customer-focused organisation, providing essential services to residents and visitors in a dynamic and flexible working environment.
The Urban Recreation and Natural Assets Division (URNA) consists of three teams responsible for developing policy and systems that inform council's strategic development, management and future planning of council's buildings, lighting and electrical assets, natural and recreational assets.
About the role:
Reporting to the Manager Urban, Recreation, and Natural Assets, the Team Leader Open Space Assets and Streetscape leads a dedicated team focused on enhancing the liveability and climate resilience of the City. This role oversees recreational assets, urban streetscapes, footpaths, and trails, ensuring strategic planning and infrastructure implementation align with Council objectives.
The position collaborates with various internal teams and external stakeholders to deliver sustainable, community-focused outcomes, including working alongside specialists in lighting, natural spaces, sport and recreation, and community health and wellbeing.
Key Responsibilities:
Oversee the development and implementation of asset management plans for footpaths, trails, irrigation, playgrounds, fitness equipment, sports lighting, and irrigated spaces. Lead the delivery of Council's strategic programs related to the functional areas (such as pathways, playgrounds, irrigation, sports lighting). Provide expert advice on play spaces, irrigation, and urban streetscapes, ensuring compliance with legislation and best practices. Implement risk management processes for open space and streetscape assets in alignment with Council's Enterprise Risk Management framework. Monitor and evaluate project implementation, addressing risks, benefits realization, and quality measures. Prepare and oversee new initiative bids (NIBs), budget estimates, and technical specifications to support infrastructure projects. Collaborate with the Infrastructure Delivery Division to ensure timely delivery of capital works and adherence to governance standards. Build strong relationships with internal and external stakeholders to drive innovation and achieve community-focused outcomes. Contribute to strategic plans, including the development of Council's Open Space Strategy, Strategic Asset Management Plan, and Long-Term Financial Plan. Experience & Qualifications:
Tertiary qualifications in Civil Engineering, Resource Management, Landscape Design/Architecture, or equivalent experience. In-depth knowledge of asset management principles and legislative requirements, particularly for play spaces and recreational areas. Proven experience leading multidisciplinary teams and managing complex, multi-stakeholder projects. Exceptional problem-solving, communication, and report-writing skills to engage technical and non-technical audiences effectively. Expertise in financial management and corporate financial systems. Demonstrated ability to develop pragmatic solutions to environmental and natural asset management challenges. Extensive experience in facilitating workshops and implementing corporate strategies. Sound organizational and time management skills, with the ability to work autonomously. Proficiency in developing technical specifications, managing budgets, and overseeing project delivery. Strong ability to consult, negotiate, and build relationships with diverse stakeholders, including government agencies and community groups. Benefits:
