The Enterprise Technology Services (ETS) branch supports the City of Melbourne (CoM) and its community by leveraging digital capabilities, technology platforms, and data.
Our vision is to be a global leader in digital innovation, creating a city where everyone can thrive in the digital age.
In line with a recent transformation to better serve the community, ETS is adopting a customer-focused approach to deliver outstanding service.

About the role
Reporting directly to the Chief Operating Officer, the role Chief Technology Information Officer (CTIO) will lead a team of technology professionals and collaborate closely with senior leadership across the City of Melbourne (CoM) to drive the Technology Strategy.
This position will focus on harnessing emerging technologies, ensuring robust cybersecurity frameworks, and leading the organisation's digital transformation initiatives.
The CTIO will proactively identify opportunities, mitigate risks, and cultivate a culture of technological excellence to ensure that all technology initiatives effectively support and advance the organisation's strategic goals.
As a CTIO, your responsibilities will include:
Lead CoM in designing and governing technology initiatives, developing new ways of working with internal teams and key stakeholders.
Provide strategic leadership and advice to the Council, CEO, COO, and Executive Leadership Team on Technology services and broader organisational issues.
Foster an agile, innovative, and digital-first approach to achieve CoMs future goals.
Develop aligned Technology Strategies to support CoM's strategic objectives, maximizing IT investments to improve efficiency and effectiveness.
Oversee operations to ensure reliable, scalable technology infrastructure, support services, and strong cybersecurity management.
Manage city and operational information services, ensuring compliance and enabling business intelligence through integrated data sources.
Collaborate with internal and external stakeholders to drive city-wide initiatives and build a customer-focused, high-performing workforce committed to CoM's iCARE values.
What you will bring to the role
Tertiary qualification in business, technology, or management related discipline
Demonstrated executive-level management experience leading technology divisions
Extensive experience in building and developing IT teams, as well as designing and implementing effective IT service processes to enhance operational efficiency and support business objectives.
Proven success in developing and executing technology strategies that drive innovation and enable change.
Extensive experience in planning, developing, and implementing digital solutions, systems, and infrastructure to support both specific and organisation-wide business activities.
In-depth knowledge of emerging technologies such as AI, machine learning, data analytics, and digital transformation.
Proven experience leading cyber security teams.
Strong ability to lead and inspire cross-functional teams, manage complex projects, and drive organisational change.
Advanced stakeholder management skills, with the ability to engage effectively both internally and externally.
Extensive experience delivering customer-centric technology solutions and leading change management in complex organisations using disruptive technologies.
Comprehensive understanding of market trends, with expertise in procurement, tendering, contract negotiations, and performance management.
Exceptional customer relationship management skills, with a proven ability to engage continuously with customers to validate ideas and ensure successful solution adoption.
