Seeking a competent and experienced individual who will be the best suited applicant for the role of The Chief Scientist IT Operations. This role will lead IT operations, including business analysis and laboratory troubleshooting to ensure business continuity for pathology services statewide. The role is also responsible for the development of business focused technical specifications and the implementation, design and build of laboratory information management solutions including associated laboratory and IT infrastructure.
Ensure the delivery of contextualised, pathology specific advice and support to laboratories through the implementation and support for business processes, including issues identification, resolution and continuous improvement.
Lead scientific and technical analysis to evaluate, appraise, cost and improve existing and future ICT solutions and lead the development of associated business cases to deliver whole-of-system improvements.
Plan and deliver connected investment governance, appraisal, and business analysis advisory services to ensure that system improvements are shaped by business and stakeholder needs.
Key competencies (role specific criteria) You will be assessed on your ability to demonstrate the following:
Very high-level understanding of the technical, scientific, instrumental, and clinical aspects of pathology laboratory operations, information technology and the provision of state-wide pathology services.
Very high-level of understanding of laboratory quality systems and the requirements of NATA accreditation and ISO certification.
Proven ability to solve complex scientific and information technology problems in the pathology and health care setting.
Demonstrated experience with business process modelling and improvement techniques including an ability to identify requirements, write specifications, manage and trace requirements, conduct investment analysis and work with vendors, enterprise architects and subject matter experts within a digital and ICT context.
Experience with documentation of both scientific and technical work process and design phases.
Experience with BI technology and applications Power BI, SaS, AUSLAB, DSS Necto, Qlik and other business intelligence tools.
Experience with, or ability to rapidly acquire knowledge of AUSLAB, IEMR, My Health Record, The Viewer and quality systems.
Experience in pathology informatics and data management and programming.
Understanding of ETL (Extract, Transform and Load) in large production data warehouse environment.
Demonstrated clinical leadership ability and contribution to the professional development of self and others.
High-level stakeholder engagement and communication skills, including the ability to prepare complex work change proposals, work packages and business cases to influence the decision making of executive staff.
Highly developed communication and interpersonal skills with a diplomatic approach and the ability to liaise and relate to a wide range of stakeholders including senior and executive stakeholders.
Proven high-level communication skills and ability to maintain professional relationships in the workplace.
Ability to lead a small but high performing team of senior scientific and business enablement staff and implement process improvement and client liaison activities.
A positive and proactive attitude and an ability to manage and coordinate work within a multi-disciplinary team with limited supervision.
Qualifications, registrations and other requirements The successful applicant must hold at least a Bachelor degree qualification (or equivalent) in Medical Laboratory Science from a recognised tertiary institution.
Qualifications in IT, management or business would be highly regarded.
Appointment to this position requires proof of qualifications. Certified copies of the required information must be provided to the appropriate supervisor/manager prior to the commencement of clinical duties.
