Primary objective: Reporting directly to the CE, as a key member of the Department's executive leadership team, provide expert strategic financial advice and leadership to ensure strong financial stewardship and governance of the Agency's budget to meet financial performance targets and compliance with legislative and regulatory frameworks.
Key duties and responsibilities: Drive a culture of achievement and continuous improvement to ensure strong financial stewardship and governance of the Agency's budget to meet strategic priorities and ensure the Agency meets revenue and expenditure targets and tax obligations.Provide expert strategic direction to budget development and management strategies, policy development and allocation of financial resources, and drive and influence a responsible financial management culture throughout the Agency.Liaise and manage the interfaces for central services with NT Treasury and other agencies.Manage agency financial and budget risk through implementation and oversight of control processes.Manage the Agency's response to Finance and Procurement Audits.Ensure legislative and regulatory compliance for the financial function, including management of the Department's accounting and budget reporting requirements, statutory reporting, policies, standards and processes.Provide expert strategic financial advice and leadership to the Chief Executive, Deputy Chief Executives, Senior Directors, the Executive Management Board and other key internal and external stakeholders.The duties and accountabilities are indicative rather than inclusive. The incumbent will be required to display initiative, lateral thinking ability and a collaborative focus in the performance of their duties.
Selection criteria: Essential: Comprehensive knowledge and understanding of contemporary financial and taxation legislation and accounting standards that impact on accounting and financial procedures and practices in a public sector context, within a complex centralised services environment.Demonstrated extensive experience in public administration, corporate governance and Government decision making frameworks.High-level competency in reporting, analysis and interpretation of financial data, and the use of associated accounting packages and spreadsheets, with ability to apply strategic consideration of the wider impact of budget management initiatives.Executive level interpersonal, communication, conflict resolution and report writing skills, with the ability to manage the political, social and organisational environment and represent the agency in negotiations.High-level commercial and business knowledge and acumen, including strategic awareness to identify critical business drivers and the ability to implement strategies to develop and deliver practical, innovative solutions to complex, multifaceted problems.Demonstrated work ethic and attitude which emulates DCDD's values of being professional, accountable, honest, respectful and innovative.Desirable: Tertiary qualifications in accounting, commerce or business, and membership of a professional accounting body, such as CPA Australia or the Institute of Chartered Accountants in Australia.Post-graduate qualifications in relevant area e.g. law, business, leadership and management.The recommended applicant will be required to undergo a criminal history check prior to selection being confirmed.
