The Liverpool Community Strategic Plan provides a focus on working collaboratively with residents and stakeholders to ensure their present and future priorities and goals are realised.The Chief Executive Officer (CEO) is the principal executive officer of Liverpool City Council, responsible for providing strategic leadership, effective management, and operational oversight to deliver quality outcomes for the Liverpool community.
This role is pivotal in ensuring the efficient functioning of Council's operations, the implementation of its strategic goals, and fostering a culture of accountability, innovation, and continuous improvement.
The CEO acts as the primary link and facilitator between Councillors and the organisation.Responsibilities:Creating and promoting Liverpool City Council's image and strategic direction.Providing strategic organisational directions and leadership to staff in setting and achieving the Council's objectives.Fostering a workplace culture where staff individually and in teams drive collective intelligence through new ways of working and delivering services that are embedded in Council's values.Driving transformation and change across the business of Council to elevate performance efficiency and effectiveness across the entire organisational operating model.Overseeing the financial management of the Council.Continuously evaluating organisational performance against the goals and objectives outlined in the Management Plan, ensuring strategies for improvement are implemented.Translating the Council's vision into actionable strategic and operational plans.Leading the development and delivery of Liverpool City Council's long-term strategic direction.Communicating and consulting with the community regarding the Council's services.Providing the Council with high-quality information, strategic advice, and reports to enable informed decision-making on strategies, directions and plans.Ensuring compliance with the statutory requirements of the Local Government Act and other applicable legislation.Acting as the Council's primary representative in dealings with residents, government bodies, and other organisations.Fostering collaborative relationships with community groups, local businesses, and regional partners to support Liverpool's growth and sustainability.Requirements:Appropriate tertiary qualifications in management, public administration, business, or a related field and management experience.Proven Chief Executive Officer or senior executive with extensive leadership experience in large, complex organisations in government or commerce, particularly those with a strong customer service focus.Demonstrated ability to inspire, motivate, and develop a cohesive, customer-focused organisation.A proven growth mindset that demonstrates adaptability, awareness of the constantly evolving nature of the business of councils and a continuous learning approach towards organisational success.Strong commitment to governance and a proven track record of promoting and implementing best practices across work systems, processes, and organisational frameworks.Proven success in transformational leadership and in driving change and reform within large, complex organisations, resulting in measurable and tangible improvements.Exceptional interpersonal skills, with the ability to build effective working relationships with Councillors, government and business stakeholders, employees, and customers.Politically astute, with the ability to navigate and represent the Council effectively in a highly political environment, while maintaining respect for the role of Councillors.A genuine passion for Liverpool and a strong commitment to serving its community.Strong financial management expertise, with a demonstrated history of sound financial stewardship.Excellent communication skills, both oral and written, with the ability to provide clear, informative, and comprehensive reports to the Council.Proven ability to build and lead high-performing teams, cultivating a culture of excellence and accountability.Deeply rooted values of integrity, respect, dignity, and a commitment to public service.Current Class C Driver's Licence.Please apply if you feel your experience is relevant for the role.
