Saudi Aramco (SA) and Saudi Electricity Company (SEC), issued a Conditional Award to Engie for the Fadhili Cogen Project (an "inside the fence, contracted captive cogeneration" combined cycle plant supplying power 1500 MW, steam 1447 tons/hour & feed water 768.8 tons/hour). The plant is fully contracted for 20 years on BOOT basis - SA offtakes the 100% steam and water, SEC offtakes 100% electrical output. Engie will construct a highly efficient and low carbon footprint plant design that fully utilizes the Low BTU gas provided by SA by employing 5 x Siemens SGT6-5000F-5ee Gas Turbines, 5 Doosan HRSGs, 2 Doosan Skoda Steam Turbines. Sufficient redundancy is included in the design for 100% availability & 99.9% reliability of steam/water, 99% reliability for power after accounting for outages. The partners in the cogen project are Engie, Saudi Aramco and Saudi Electricity Company.
The Fadhili Cogen Project is a key part of the wider Fadhili Gas Plant project, a greenfield development located 30 km west of the city of Jubail in the eastern province of Saudi Arabia. The gas plant will have a capacity for around 2,500 MMSCFD and will process sour gas from the Khursaniyah oil field and the Hasbah non-associated gas field.
Following completion of construction, the plant will come under the control of ENGIE Power & Water Middle East, a self-contained, focused and lean entity with a clear identity that will enable its management team to strengthen operational excellence, commercial relationship management and business development at existing power generation and water desalination assets in the GCC region and Pakistan. The asset base consists of some 25 assets spread over seven countries and representing a total of roughly 27,000 Gross MW and 1,000 Gross MIGD. There will be a standalone O&M team responsible for the safe and efficient operation of the plant over 20 years.
Objective The CEO is responsible for:
Controlling the company and the operation of the plant, controlling expenses, optimizing human resources, in order to respect the budget and to ensure smooth operation of the plant. Defending the interests of the Project Company, and initiating long-term solutions to the plant operational issues in order to protect project revenues. Being the internal and external main point of contact for the project. Responsibilities include financial budgeting, project planning, contract management, reporting and HR Management. Reporting Line The CEO has a primary and statutory reporting line to the Company's Board of Directors. In parallel, reporting to the Head of Asset Management - KSA.
Job Responsibilities Ensure operations are within budgetary limits. Ensure the company is updated on all applicable changes in law and regulation. Maintain and develop the Company's image. Responsible for the initial setup of the project company including recruitment and ongoing organization of the project company. Responsible for the enforcement of the commercial and financial contracts. Responsible for all interfaces with contractors, high-level authorities, banks, and clients. Prevent and solve any potential issues or disputes that may arise, in coordination with the Board of Directors, to protect project revenues. Act as Company representative and maintain relationships with Government authorities, regulatory agencies, lenders, banks and professional organizations in order to protect Company interests. Ensure that all regulatory approvals/permits are obtained and maintained in order to maintain the full operation of the plant. Lead and set objectives for the team; manage the performance appraisal process. Develop smooth and efficient communication and collaboration between the involved Group's companies. Ensure compliance with all contractual, legal and regulatory requirements through development of procedures in agreement with the Board of Directors. Ensure that the insurance coverage and policies are in place (covering but not limited to the requirements in the EPC contract). Prepare and submit the annual operating budget to the Board of Directors for approval. Prepare medium and long-term budget forecasts. Set up and implement a compensation & benefits policy (including incentive scheme) in line with the budget. Develop HR manual and administrative procedures. Organize efficient Board of Directors, and General Shareholders Assembly; keep Directors informed of all significant changes in the operation of the project in order to maintain the full support of Directors. Develop, prepare and present regular progress updates and other reports to that effect, including quarterly status reports for the Board of Directors and shareholders companies. Monitor and report budget variances and deviations on a regular basis. Responsible for the approval of expenses in accordance with the delegation of authority. Responsible for the development and application of appropriate policies as a whole, in view of complying with all rules and procedures of ENGIE regarding reporting, planning and budgeting, ethical and governance practices, health and safety, environment and risk assessment in order to maintain ENGIE's high standing policy. Degree / Experience Minimum of 15 years in a senior position within the international power/energy sector. Degree in Civil/Mechanical/Electrical Engineering or university degree with a strong background in the energy sector. Relevant technological experience/understanding (e.g. CCGT, steam cycle, cogeneration, water production). 3rd party relationship / contractual management, management of board meetings. MBA or equivalent is a plus. Specific Knowledge / Skills Fluent in written & spoken English. Basic level proficiency of Arabic language is a plus. Strong interpersonal skills. Strong negotiation, leadership, and management skills. Strong financial background/understanding. Good technical background/understanding. Ability to work independently. Ability to lead a multicultural team. Experience in the Middle East is a plus. Business Understanding Excellent knowledge of the GCC PPA framework.
