Our client is seeking an experienced Category Specialist (Civil & Infrastructure Projects) for a 12-month fixed-term contract. The position can bebased from any of their office locations, including West Perth, Albany, Esperance or Bunbury, WA.

Salary: $130,000 per annum
Duration: 12 months
Type: Fixed-term contract (direct with client)
Location: West Perth, Albany, Esperance, OR Bunbury WA (the successful applicant can nominate their preferred office location)

Work From Home (WFH): 2 days per week

Position Title: Category Specialist Civil & Infrastructure Projects
Reports to: Senior Category Specialist - Projects

POSITION SUMMARY
Reporting to the Senior Category Specialist - Projects, the Category Specialist's accountabilities and functions include supporting the procurement process and function to deliver civil, infrastructure and maintenance projects across all three port sites.

DUTIES Procurement
•Support the delivery of SPA capital works program (minor capital. maintenance projects and major capital).
•Support projects team to maintain project controls (cost, quality, schedule) reporting on an individual projects and on a portfolio level.
•Develop and engineer "fit for purpose" contracts for scopes of work provided.
•Lead the sourcing, evaluation and the award contracts.
•Administer contracts post award including management of claims, variations, change requests, milestone payments, and contract securities.
•Manage assigned procurement categories for all SPA business needs in area of responsibility.
•Deliver end to end contracting and procurement requirements for assigned category.
•Lead the development and delivery of sourcing and category plans to achieve stakeholder requirements addressing ESG, supply security and social licence imperatives.
•Increase stakeholder satisfaction with the Procurement function by identifying and engaging collaboratively with stakeholders to ensure supply chain strategy alignment and delivery of solutions that deliver value.
•Proactively engage with assigned category core and strategic market suppliers.
•Identify category improvement opportunities and initiatives through effective category planning and stakeholder engagement and positively contribute to the implementation of initiatives.
•Ensure security of supply through effective risk identification and mitigation.
•Utilise procurement systems (FELIX Vendor Management & ERP for P2P).
•Administer the Tenders WA gateway.
•Provide support, advice and ensure that procurement policies and procedures are followed and assist in the ongoing improvement and development of them.
•Representation and/or attendance as required at WA supplier forums.

Compliance
• Ensure compliance with State Government procurement processes and policies.

Procurement Policy Reporting
• WA Government WAIPS and Aboriginal Procurement Policy reporting.

REQUIREMENTS Qualifications
• Suitable Degree Qualification in a business, commerce, quantity surveying, legal or related background (E)

Experience
• Minimum 5 years' experience in a similar role (D)
• Proven experience applying category management principles, tools and techniques in civil and infrastructure projects categories (D).
• Experience in administering construction and infrastructure contracts (E).
• Successfully developed, executed and managed category and sourcing strategies (D).
• Experienced working in an infrastructure and construction projects delivery environment (D).
• Practical hands-on experience in negotiating, documenting, managing and closing out contracts and agreements (E)
• Experience in using ERP systems and Procure to Pay (P2P) business process (E)
• Track record of successful stakeholder relationship development and management (E)
• Experience in analysis and due diligence of commercial proposals (E)
• Experience within the shipping, transport and port operations sectors (D)

Knowledge
• Knowledge of category management principles, tools and techniques. (E)
• Knowledge of civil and port infrastructure category scopes and markets (D).
• Knowledge of forms of contract and commercial models supporting civil and infrastructure project scopes. (D).
• Proven contract administration skills (civil and infrastructure contracts) including management of claims, variations, change requests, milestone payments, and contract securities (D).
• Proven negotiation skills (E).
• Methodical and precise approach to handling commercial and contractual information (E)
• Knowledge of and skills in using computerised spreadsheet applications (eg: Excel) and sound knowledge of and skills in use of word processing packages (eg: Word) (E).
• Strong written and verbal communication skills; ability to convey information in a clear, concise manner (E)

General
• Ability to travel to other soulocations (Albany, Bunbury, Esperance and Perth) (E)
• Current minimum C Class drivers' licence (E)
• Ability to obtain a Maritime Security Identification Card (MSIC) (E)
• Ability to obtain a clean National Police Clearance (E)
•Willingtoundergo amedical assessment organised by the client (E)
