We are looking for a dedicated Carbon Program Manager to join our highly motivated Carbon team in the Kimberley Region.
About the Role: The Kimberley Land Council (KLC) is the recognised Native Title Representative Body for the Kimberley region in WA. The KLC actively facilitates the registration and operation of Indigenous carbon projects on behalf of native title holders and other Kimberley Aboriginal people, including those holding pastoral leases. All projects supported by the KLC are owned directly by Traditional Owners (via the relevant PBC / Aboriginal Corporation). All revenue from these projects goes back to the indigenous proponents, is re-invested and contributes directly to the regional economy, Aboriginal employment, PBC governance and capacity development, as well as ongoing and improved fire management for the savanna burning projects and the benefits they generate.
This will involve expanding opportunities across the Kimberley for Aboriginal Corporations to engage in the carbon economy, as well as supporting existing project proponents as their projects mature, in order to generate untied income to help realise traditional owners aspirations and strengthen the capacity and capability of Native Title groups to manage their country.
This will be a diverse role, spanning capacity building, commercial negotiations, stakeholder / partnership and contract management, as well as grant administration.
Key Responsibilities: The following accountabilities will be allocated amongst the team in line with candidate experience and preference where possible:
Contributing to the strategic direction of the KLC's Carbon program, developing systems and processes for a consistent delivery framework for project development and management. Overseeing carbon project management, including compliance, CER offset reporting & engagement of auditors. Identifying and resolving complex legislative and technical issues relating to project operation on behalf of PBCs and Aboriginal Corporations contracting KLC for carbon administration. Building the capacity of Kimberley Aboriginal Corporations in carbon management, including through close collaboration with PBCs and regular presentations at relevant meetings. Facilitating regional collaboration within the sector. Stakeholder management, strengthening the KLC's network of effective and principles-based external partnerships. Financial, grant and project administration and reporting to deadlines and in line with partner / funder / client requirements. Building the capacity of Kimberley Aboriginal Corporations in carbon through developing resources and materials and by engaging expert advice. Enabling Indigenous carbon project proponents to establish, manage and strengthen effective mutually beneficial commercial partnerships that recognise the premium nature of Kimberley indigenous carbon projects by supporting relevant contract negotiations & management. Supporting industry development and regional collaborations for the benefit of indigenous people, including through collaboration with other indigenous organisations and active participation in regional / industry bodies like the Indigenous Carbon Industry Network and the North Kimberley Fire Abatement Project. Establishing strong internal working relationships, enabling effective leveraging of KLC's resources and internal support (e.g. Legal, Finance). Selection Criteria: Essential:
Commercial acumen and awareness of commercial implications related to indigenous cultural and intellectual property. Proven effectiveness at stakeholder engagement and management, ideally in a cross-cultural context and related to the carbon industry. Experience in contract management with an ability to rapidly acquire product knowledge and leverage this to the benefit of traditional owners. Excellent communication, liaison, negotiation and facilitation skills and a capacity to effectively establish and maintain internal and external networks. Familiarity with QGIS or ArcGIS or capacity to learn. Experience in quality assurance and quality control in a regulated environment. Project management skills and an ability to set direction to achieve deliverables. Commitment to the empowerment of indigenous peoples and an ability to foster good working relationships with Kimberley Aboriginal people. Ability to take ownership and show initiative, leveraging a solid judgment on priorities and issues as they arise. Attention to detail and a commitment to continuous improvement. Working knowledge of financial / budget management. Conflict resolution skills and the ability to manage complex issues effectively. Three years supervisory experience in a related role. Current valid driver's licence and a Working with Children Check (WCC). Desirable:
Experience with successful carbon project development and operation under the ERF, and working knowledge of the broader Australian carbon market and related legislation. An understanding of indigenous savanna fire management, including its co-benefits. Highly developed written and verbal communication skills.
