The Department of Health plays a critical role in the Victorian health system and is responsible for shaping it to meet the health needs of all Victorians. About the role: The Business Partner sits in the Health Funding, Finance and Investment division, and is responsible for the relationship between HFFI and another division/s. Maintaining oversight of how effectively Health Funding, Finance and Investment division branches service the rest of the Department, you will develop solutions and strategies to address needs of your division, while also providing intelligence to HFFI to meet upcoming priorities in your division and identify business improvement opportunities to uplift capability.
Managing competing priorities from stakeholders, business partners will need subject matter familiarity, high-level diagnostic and strategic capabilities, exceptional stakeholder engagement skills, and highly developed prioritisation capacity.
Familiarity with Health Funding, Finance and Investment functions broadly, and/or familiarity with these functions in supported division(s), is highly desirable. Experience in public sector finance would be highly regarded.

How you'll make a difference: Suitable applicants will be able to demonstrate: Knowledge and skills Diagnosis: Strong ability to accurately diagnose root causes of business inefficiencies, gaps, duplications and risks. This will include business process, legislative obligations and human components. Communication: Strong critical analysis and reporting skills, high attention to detail, excellent writing skills and experience in managing stakeholder relationships. Highly developed interpersonal and negotiation skills, with an ability to establish and maintain effective working relationships, provide advice on processes and policy and work effectively with a diverse range of internal and external stakeholders. The ability to express opinions, information and key points clearly and concisely via effective verbal and written communication.Policy skills: Formulates and communicates policy options and recommendations; keeps up-to-date with a broad range of contemporary issues; scans for links and potential implications of proposed policy options; liaises with stakeholders. Understanding of legislative process and ability to interpret and apply legislation.Problem solving: Seeks all relevant information for problem-solving; liaises with stakeholders; analyses issues from different perspectives and draws sound inferences from information available; identifies and proposes workable solutions to problems; implements solutions, evaluates effectiveness and adjusts actions as required.Systems thinking Diagnoses trends, obstacles, and opportunities in the internal and external environment; understand the linkages between natural systems and communities to inform policy; conceptualises and defines the systems working within the organisationSelf-management: Plans and prioritises work to ensure outcomes are achieved, resists the temptation to react immediately without taking time to think things through, uses strengths to contribute constructively and consciously manages the impact of own weaknesses, anticipates own reactions to situations and prepares accordingly.Integrity: Committed to the public interest; operates in a manner that is consistent with the organisation's code of conduct; inspires trust by treating all individuals fairly.Initiative and accountability: Proactive and self-starting; seizes opportunities and acts upon them; takes responsibility for own actions. Qualifications CPA or CA or other equivalent accounting qualification and membership will also be highly regarded. Experience in public sector finance would be highly regarded.
