The person in this role operates as a member of the Leadership team to support the facilitation and implementation of the School Strategic Plan for continued school improvement and outstanding student outcomes. The ability to lead and manage change, the delivery, evaluation and improvement of services and the effective and efficient provision of resources to implement the decisions of the Principal and College Council is a requirement of this role. A clear understanding of compliance with regulatory and legislative requirements and Department of Education and Training (DET) policies and procedures and Department of Early Childhood policies and procedures is essential in the provision of timely and appropriate advice to the Executive to enable informed decisions relating to the management of the whole school. The deployment and management of school resources, financial and human resources (HR) to increase the quality of the staff working environment and the learning experience of the students forms the core focus of this role. The Doveton College Business Manager is an Executive representative of the school to both internal and external stakeholders and the wider school community.The Business Manager reports directly to the Principal.Additional attendance requirement for this position is 30 days.ResponsibilitiesWork cooperatively with the Principal and other members of the Executive team to provide a range of services to support the goals, values and behaviours of the College, the Department of Education and Training (DE) and the Department of Education Early Childhood and Our Place.Provide leadership, management and support to identify and deliver school level accountability and compliance requirementsLead and manage the implementation of best practice relating to school financial management activities, Early childhood and Kindergarten funding activities, administrative requirements, the College's HR and staffing including central and local payrollLead, manage and support the Education Support administration staff including the development of individual roles, management of the PDP process and the implementation of relevant professional learning and development programsMaintain and encourage a strong ES team culture and an inclusive whole staff identityManage the implementation of procurement and contracts considering DET requirements and legal obligations, for example, insurance, purchasing thresholds, user agreementsDevelop and maintain relationships with key internal and external stakeholders and the wider school communityManage revenue raising opportunities and acquittal accountabilities including, Philanthropic Funding, Child Care Subsidy and all associated grants, the hiring of college premises, canteen, fundraising, grantsAccess appropriate professional learning to enhance personal performanceOther duties as assigned by the Principal.KEY ACCOUNTABILITIES AND ACTIVITIESFINANCEGovernanceCollege Council Finance subcommittee memberUnderstand and implement a framework of good financial governanceImplement effective, efficient and ethical financial management and budgeting processes incorporating best practiceDevelop and manage best practice in the management of regulatory compliance (eg ATO, FBT, CCS, Kindergarten Funding)BudgetingProvide informed advice and guidance to the Principal in relation to SRP budgets utilising SRP planner toolsIn consultation with the Principal and other internal and external stakeholders, develop the annual school cash budgetMonitor, manage and report on revenue and expenditure against cash budget projectionsProvide support to families experiencing financial hardshipChange ManagementWork with the Principal and other Executive team members to implement change within the College, keeping within financial budgets and adhering to best practice to facilitate effective decision making to achieve the College's outcomesDevelop tools and guidelines to monitor and continuously improve financial processes and proceduresIdentify, evaluate, prioritise and communicate potential financial risks to stakeholdersImplement new department initiatives and programsCoordinate and lead projects within the school ensuring adherence to risk management processes.Early Learning CentreManage the finances of the ELC including Kindergarten Funding and Child Care SubsidyManage the administration of the ELC software packages including financial, enrolments and compliance.Liaise with DET, DESE, ACECQA and other bodies in relation to the management of the ELC.HUMAN RESOURCESRelationship ManagementLeadership team memberEmpower others by investing them with the authority and latitude to accomplish tasksBuild and maintain effective working relationships with internal and external stakeholders, eg members of College Council, Early Learning Centre, Our Place, DE representatives, partners and school staff, etc.Effectively share ideas, thoughts and information to support outcomesProactively address issues and concerns in an empathetic and sensitive manner, focusing on finding solutions and outcomesProvide support through timely resolution of work - Early Learning has been accredited as a Centre of Excellence operating a long day setting, with a focus on intentional learning through explicit teaching in a structured learning environment.The College is a vibrant learning hub with approximately 100 children in the Early Learning Centre, more than 600 students in Foundation to Year 9, 150 involved in play groups, 70 regular volunteers and 150 participants in adult education courses. Each week students from Foundation to Year 9 participate in the Doveton Engagement and Enrichment Program (DEEP) which operates as an extension to the school day and includes sports, performance, technology and artistic programs.In addition to a large, multidisciplinary wellbeing team the College manages a broad range of co-located services to support children and families, including paediatrician, GP, speech therapists, occupational therapists, counsellors, Maternal Child Health services and many more.The community expectation is that the College will provide a safe and secure environment where the individual student can learn and develop to their full potential.
