Role Description:
A mixture of skillsets are required to work under the guidance of the Program Director, to deliver various sub-programs and projects under the Cyber Security and ICT Operational Uplift program (the Program). The Program will consist of network modernisation, application security hardening, and records management uplift for both Protected and Secret environments. Some of the key responsibilities for the mixture of ICT contractors include, but are not limited to the following:
Program planning and initiationAssess current cyber-security posture and ICT operational maturity.Define vision, objectives and scope of the program.Create a comprehensive plan outlining timelines, milestones, resourcing requirements to achieve the key deliverables.Engage with all relevant stakeholders to ensure alignment on objectives, expectations, and resource commitments. Business analysisEngage with business areas to understand and document business requirements, user needs, current and future state ICT goalsFacilitate workshops with stakeholders and subject matter experts to agree requirements, priorities and determine allocation of workCollaborate with business and technical stakeholders to elicit, document, and validate cybersecurity requirements across systems and processes.Define and assess solution options alongside cybersecurity architects and engineers.Implementation and integrationImplement the chosen cyber-security and operational enhancement solutions.Ensure seamless integration of new technologies with existing systems and processes.Manage the configuration of all deployed solutions to align with security policies and operational requirements.Monitoring and evaluationDefine and track key performance indicators to measure the effectiveness of the program.Conduct assurance activities in line with DTA's Digital Investment Oversight framework and other audit/regulatory requirements for the program.Sustainment and continuous ImprovementEstablish a continuous improvement process to regularly review and enhance cyber-security and operational practices.Establish action plan to implement lessons learned from incidents and audits to improve future performance.Maintain comprehensive documentation of all processes, configurations, and changes. Ensure documentation is current and accessible for reference and audit purposes.
The Seller must provide the following for each candidate:
CV. Maximum one page claim demonstrating the candidate's ability to perform against the role description described above, and meet the deliverables identified below. This must include relevant examples and/or case studies. Proposed hourly rate (incl GST). Details of two referees.
Deliverables
The deliverables of the mixed team of ICT contractors include, but are not limited to the following:
Development of the Program Plan to outline the key phases, projects, transition activities, benefits realisation activities, and communication and assurance activities.Development of Benefits Realisation PlanDevelopment and refinement of the Target Operating model to outline the current state, future state and gap analysis.Delivery of projects and work packages defined in program plan which includes, but is not limited to:Modernisation of PM&C network and infrastructureModernisation of CabNet network and infrastructureRecords Management uplift for Protected and Secret environmentsUplift of PM&C's Essential Eight Maturity Level
Performance and deliverables will be regularly monitored against agreed activities and milestones.
Delivery, assessment and acceptance
As per the Master Agreement and SON version 1 July 2019.

Referee Requirements
Referee checks will only be performed for candidates shortlisted for interview.
Fee Structure
Resources are to be quoted based on hourly rates including GST.
Where:
Panellists are reminded that the Fees set out in the Deed of Standing Offer are not to be exceeded;Quoted Fees can be less than the Fees listed in Schedule 6 of the relevant Deed; andFees quoted should be commensurate with the resource being offered and the required skills and experience.
Period of Engagement
ASAP to 30 June 2025
The Department may at its absolute discretion, extend the term of the contract for any number of period(s) up to 30 June 2026 subject to written agreement by both parties.
The engagement will be based on an 8 hour day/40 hour week, excluding ACT and National public holidays and the standard PM&C Christmas shutdown period.
Upon request from PM&C, the Specified Personnel may be required to work during an ACT Public Holiday, National Public Holiday and the PM&C shutdown period. The Specified Personnel may also be required to work remotely.
Location
Located on-site at National Circuit Barton, ACT, and may be required to work remotely subject to direction. Remote working arrangements may be considered on a case by case basis, however the preference is for the candidate to be based in the ACT.
Security clearance
NV1 Clearance is required.

IMPORTANT: Where the need for a security clearance has been identified (as above), the Commonwealth requires all Specified Personnel to undergo a security clearance. In this instance, Specified Personnel must have completed and submitted a security pack to the Australian Government Security Vetting Agency prior to commencement.
The Commonwealth requires all Specified Personnel to undergo Work, Health and Safety and Security Awareness training. Training must be undertaken upon commencement and be completed before the commencement of any work. Training is by means of an online courses and questionnaires that can be undertaken at Commonwealth premises.
