We are seeking qualified, skilled, and experienced experts to help shape the future of Lake Macquarie City.
Expressions of interest are now open to represent Lake Macquarie City Council on the Hunter and Central Coast Regional Planning Panel.
We are seeking expressions of interest from nominees for one fixed expert member and alternate / specialist expert members.
ABOUT THE REGIONAL PLANNING PANEL NSW Regional Planning Panels (RPP) are independent expert bodies introduced in 2009 to strengthen decision-making on regionally significant development applications.
The Hunter and Central Coast Regional Planning Panel is one of the regional panels implemented by the NSW government.
The main function of the RPP is to determine regionally significant development applications.
This can include:
Development that has an estimated cost of more than $30 millionCouncil or Crown development that has an estimated cost of more than $5 millionSome types of designated development, including marinas and waste management facilities.Examples of applications previously approved by the Hunter and Central Coast Regional Planning Panel in Lake Macquarie include:
Charlestown Private HospitalTrinity Point Marina (stages 1 and 2)Fernleigh Awabakal Shared TrackThe RPP consists of a minimum of five members, including a chair.
Three independent expert members, including the chair, are appointed by the Minister for Planning and Public Spaces and are known as state members.
Two fixed members are appointed by Council and are known as Council members.
A pool of alternate and specialist members is also available.
The panel meets on an as-needs basis when applications are reported to the Panel.
This can include preliminary briefing meetings, briefing meetings, and determination meetings.
Meetings are typically held online via Teams.
In-person meetings are also held from time to time on-site or at Council's Administration Building.
SKILLS AND EXPERIENCE We are seeking expressions of interest from nominees for one fixed and one alternate expert to be appointed to represent Lake Macquarie City Council on the Hunter and Central Coast Regional Planning Panel.
Lake Macquarie's expert must demonstrate expertise in one or more of the following areas and have the ability to assess regionally significant development proposals:
The environmentLand economicsTraffic and transportKnowledge and experience of development within the city is desirable.
Property developers and real estate agents are not eligible to be on the panel.
The panel appointment will be for a term of three years, commencing March 2025.
Panel members must hold and maintain current Public Liability and Professional Indemnity insurance certificates for the duration of their appointment.
In addition, Professional Indemnity insurance must be maintained for a period of seven years after the expiry date of the engagement.
Panel members must also provide / undertake the following probity checks if they are our preferred candidate:
A statutory declaration to be signed by nominees stating they are not a property developer or real estate agentPublic register of real estate agents checkWHAT IS INVOLVED IN BEING ON THE PANEL? If appointed to a meeting, panel members will be required to review the documentation provided to them by the Planning Panel Secretariat and be prepared to provide verbal advice to Council and the applicant at meetings.
Members must also participate in the preparation of the panel's written advice and reasons for determination.
Members will also be required to undertake site inspections.
Members are paid for attending each meeting.
This includes time spent on preparation, participation in the meeting, and providing written responses.
