Build Assurance Surveillance Planning Manager - Executive Level 1The key duties of the position include:The RoleThe acquisition of conventionally-armed, nuclear-powered submarines is a historic and transformative endeavour for Australia. The whole-of-nation effort to safely and securely deliver the cutting-edge nuclear-powered submarine program will transform Australia's economic and national security landscape for decades to come.
The Sovereign Submarine Program Delivery (SSPD) Branch of the Australian Submarine Agency (ASA) seeks an EL1 Build Assurance Surveillance Planning Manager to join our Adelaide team responsible for delivering Australia's nuclear-powered submarines. The Surveillance Planning Manager is accountable for planning, coordinating and reporting on the sovereign submarine build assurance program, ensuring Australia's nuclear submarines meet the exacting standards of the Australian Nuclear Regulator, Royal Australian Navy and our AUKUS partners.
The Surveillance Planning Manager will manage relationships with key stakeholders including ASA directorates, AUKUS partners and the Australian shipbuilder, performing complex technical work within an integrated workforce. Identifying stakeholders' expectations and concerns to develop and communicate methodologies to achieve required outcomes is an important element of this role.
This is a leadership role requiring commitment to ongoing self-improvement and the professional development of the SSPD Build Assurance Team.
About our TeamWithin the ASA, SSPD is accountable for identifying the most appropriate program delivery model and construction methodology, defining infrastructure requirements, analysing and modelling existing Australian industry and workforce capability and capacity, and undertaking cost estimation for acquiring and sustaining the future Nuclear-Powered Submarine fleet; in consultation with our AUKUS partners. SSPD consists of the following directorates: Business and Operations, Build, Test and Evaluation, Commercial Management, Engineering and Shipyard Infrastructure.
As part of the Build, Test and Evaluation Directorate, the Build Assurance Team is responsible for delivering Australian SSN-AUKUS submarines that meet the approved design safely and efficiently while complying with the cost and schedule agreed with Government. A small team of experts based in Adelaide; the Build Assurance team's task is diverse and challenging. The team will verify that each submarine has been constructed, activated and tested in accordance with the design prior to entering Royal Australian Navy service.

Our ideal candidates will bring the following attributes and skills to the role:
Good understanding of/or the ability to acquire the knowledge of acquisition program management and compliance with legislative frameworks, regulations and ASA and Defence policy.Expertise in the management of complex acquisition programs such as ship or submarine building.Experience working in Test and Evaluation, build or program management assurance and experience working within an Authorised Engineering Management System (EMS) and a quality controlled system e.g. an ISO 9001:2015 certified system will be beneficial.Demonstrated experience in negotiating persuasively to facilitate cooperation between stakeholders/partnerships for business outcomes.Security Clearance:Applicants must be able to obtain and maintain a security clearance at "Negative Vetting Level 1".
