Enable CAHS to achieve strategic financial outcomes while providing timely and accurate advice to key stakeholders. This is a recruitment pool for permanent full-time and fixed-term full-time opportunities with the possibility of extension(s) and permanency. We currently have one permanent full-time position available for appointment. Position Profile: We are seeking a suitably experienced and highly motivated individual to join our team as Budget Analyst and play a key role in shaping CAHS' financial strategy.
Working closely with Finance Business Officers, you will be responsible for internal budget formulation and reporting for the whole of CAHS. Your work will ensure our budgeting processes enable the achievement of organisational goals and support our mission to deliver high-quality health services to children and young people in Western Australia.
Collaborating with our Directorates, you will provide expert advice, deliver analytical reports on resource allocation and funding variations, conduct gap analyses throughout the year, and proactively identify funding needs. This includes developing, implementing, monitoring, and reviewing resource allocation models and reporting tools.
Additionally, you will liaise with the Department of Health on funding matters related to the service agreement, manage funding sources, and contribute to the statewide budget process. You will also support the development and implementation of budget initiatives across both hospital and non-hospital service activities.
Key Responsibilities include: Developing, monitoring, and reviewing resource allocation models, performance analyses, and scenario modelling. Managing the collection and analysis of complex financial data and statistics to support strategic initiatives including legislative requirements, and issues impacting resource management. Assisting with budget submissions, mid-year reviews, and other statewide budget processes. Preparing and presenting financial and performance reports to the Department of Health, contributing to internal and external reporting, including Outcome-Based Management (OBM) and cash management. Reviewing service funding agreements, allocations, and performance trends, ensuring alignment with service promises. Collaborating with the Department of Health on service agreements, funding plans, and financial compliance. Prior public sector experience is desirable, with knowledge of Outcome-Based Management (OBM), cash management, and section 40 of the Financial Management Act.
