BC Assessment is currently looking for a temporary Senior Financial Analyst to join our Accounting and Reporting team in our Finance division. This is a 14-month position with the potential for extension.

Who you are We are seeking a dedicated financial professional who is eager to develop their supervisory skills, take on new challenges, and gain experience in the public sector. Ideally, you hold a CPA designation and have a strong understanding of financial systems and modules.
In this role, you will be responsible for overseeing day-to-day financial operations and supporting executive-level reporting. We are looking for a proactive leader who is solution-oriented, focused on continuous improvement, and capable of managing financial processes effectively. Strong analytical skills, attention to detail, and excellent organizational and communication abilities are essential. Additionally, we need someone who can adapt to change and work collaboratively with others to achieve shared goals and solve problems.
What you'll get to do Reporting to the Manager of Accounting and Reporting, the Senior Financial Analyst leads complex financial functions to support the Board, Executive, and Managers. As a key member of the Financial & Management Services team, the role guides divisional staff and provides expert advice to internal and external clients. A subject matter expert and power user of financial systems, the Senior Financial Analyst analyzes and reviews a variety of corporate and customer requirements, while also evaluating and refining business processes and leading projects involving updates to financial systems, projections, models, and standards.
The Accounting and Reporting team is accountable for all accounting functions including accounts payable, banking, investments, cash flow management, financial statement preparation, revenue management, taxation, accounts receivable, project accounting, general ledger management, the Finance Division's records management, and financial controls operation. As the Senior Financial Analyst, you will also:
Lead the analysis and interpretation of current and historical data to meet internal and external financial reporting requirements, including monthly and quarterly reports for the Executive Committee, Board, and Office of the Comptroller General using prescribed formats. Coordinate monthly and year-end accounting procedures; design and develop financial reports and system queries to evaluate detailed analyses; and participate in audits. Reconcile, analyze, and prepare financial statements/information as per the Financial Information Act. Provide knowledgeable advice, detailed explanations, and effective support to internal and external clients on accounting and financial issues, policies, practices and procedures. Identify, initiate, and recommend changes to financial policies, practices, and procedures to the Division Management Team and VP & CFO. Lead the development, preparation, analysis and interpretation of financial and productivity performance measures (e.g. comparative financial results, trend/ratio analysis, etc.). Participate in and prepare financial information and related analytical commentary for the Financial Statement and Discussion Analysis, Fiscal Year Report, etc. Oversee financial controls, including policies, practices, and procedures, ensuring staff consistently apply them and meet standards. Provide guidance to BCA staff and clients on financial management issues, and provide advice on how to handle complex issues and exceptions from policies and procedures. Supervise assigned employees, plan and monitor work, assign responsibilities, review team performance, and manage resources. Provide mentoring, training, and development to employees; monitor performance, document progress, handle disciplinary actions, and conduct performance appraisals. Resolve issues escalated by team members, or refer policy/precedent setting issues to the manager. This position is included in the bargaining unit.

Compensation: $78,841.08 - $92,664.71

* The Victoria office is preferred, however we will consider candidates in Vancouver, BC.
*The compensation range above is based on the salary schedule outlined in the CUPE 1767 Collective Agreement. Successful candidates typically start at the minimum of the range (Step 1), with the opportunity to receive an increment after 12 months of service.
What you bring to the team Education Experience Five (5) years directly-related experience with increasing levels of financial/supervisory responsibility.
Experience in developing financial reports, preparing budgets, and developing new policies.
Experience with computerized financial systems in a mid-to large sized organization.
Experience in developing, evaluating and implementing a variety of financial operations, systems, etc.
Experience leading and supervising a financial work unit is preferred.
Note: An equivalent combination of education and experience may be considered.
