Scope of Task: 1.      The Commonwealth requires the services of a Level 3 Advanced Practitioner as the Battlefield Telecommunication Network (BTN) Operational Services Specialist to supplement the contractor workforce within the Land Network Integration Centre (LNIC). 2.The services delivered within the BTN will be required to interface into the Integrated Battlefield Telecommunication Network, Mission Partner Environment and BMS-C2 systems. The system will use current and next generation small form factor Satcom bearer systems. The solution needs to support a user whilst moving, with potential for additional users whilst static, and will have constrained WAN access through the use of a LEO L-band Satcom Service Provider and 4G/ LTE. 3.Additionally, the BTN will have interfaces into tactical command and control (C2) services that are connected to tactical combat radio systems. This may see development and configuration of simulation or pre-production systems. 4.Within the role you will This contract is approximately from 15 April 2024 – 30 June 2025. This includes a maximum of up to 180 days in FY 23/24. One additional 12-month extension in FY 24/25 may be considered under Clause 2.1 of the DSS Deed based on Commonwealth requirements. 5.It is expected that the majority of services delivered under this contract will be at the LNIC facility in Symonston, ACT and some interstate travel may be required to support project stakeholder acquisition and sustainment activities, working groups, as well as field trials or exercises. International travel may be required to support coalition Army engagement priorities and exercises. These events will be forecasted by LNIC, booked by the vendor and reimbursed by the Commonwealth in accordance with Clause 5.5.1 of the DSS Deed. 6.A three (3) month period of probation is imposed as a condition of engagement for all new contractors. Location(s): Land Network Integration Centre, Symonston, ACT, ACT Deliverables: 1.     The contractor engaged under this RFQTS will be engaged on a time and material basis of payment. Notwithstanding, the following activities and deliverables are envisaged during the term of this engagement are: a)Assist with the preparation for Change Control Boards (CCB), b)Support the C2 Tactical Extension Product Line lead in the delivery of outcomes as directed, c)Lead the development and execution of the tactical services test serials, d)Lead the development of training materials and technical training for unit soldiers, e)Lead the development in the technical integration of the tactical services, such as BMS-C2 and Mission Partner Environment, f)Assist the level 2/3 technical support for BTN in support of Army deployments, g)Provide maintenance support to BTN hardware and software Configuration Items, h)Review and provide advice on the design and implementation of interfacing systems, i)Transfer knowledge to support personnel. j)Engineer test and pre-development systems to support BTN integration to the Land Combat System k)Provide other ad hoc services as tasked by the LNIC Military Executive group. Specified Personnel: 1.     LNIC are seeking an individual with broad experience in the current in-service Integrated Battlefield Telecommunication Network and Tactical Communications Network. Individuals will require experience in tactical applications and to a lesser extent networking, satellite communications and HACE. Candidates will be able to configure and support satcom modems, IBTN equipment and BMS-C2 systems. 2.     It is highly desirable that the individual involved in this task have: a)Experience in configuring, deploying and supporting deployable C2 applications, b)Experience in developing software for Linux operating systems, c)Experience developing and administering Linux based servers, applications and standard operating environment (SOE) images, d)Experience automating and scripting application installation and customisation, e)Moderate to Advanced PowerShell scripting experience, f)Experience using Restful APIs (e.g. with PowerShell or Postman), g)Experience with Java (or any OOP language), h)Experience with GUI development (e.g. WebForms or similar), i)Experience with version control (e.g. Gitlab), j)Experience in configuration and deployment of remote access technologies (Citrix, RDS), k)R&D of thin client technologies to support the deployed environment and experience hardening Linux operating systems, l)Experience in configuring and administering IBTN equipment nodes, m)Experience in configuration of Windows standard operating environment (SOE), n)Experience in configuration of KVM and container virtualisation tools, o)Experience with WAN emulation tools, p)Experience with traffic generation tools, q)Experience with Small Form Factor equipment supporting DLAN interfaces, r)Experience with HAIPE and encryption technologies, s)Experience with DEVOPS methodologies t)Experience developing technical documentation, u)Experience with Routing and Switching, v)Experience with WAN Optimization tools, w)Experience in configuring and administering IBTN equipment nodes, x)Experience in drafting training materiel of deployed ICT equipment, y)Experience in delivering training of deployed ICT equipment and applications. z)Experience in stakeholder engagement with defence industry and within Commonwealth departments. 3.     The following experience is preferred, but not essential: a)Understanding of systems engineering processes. b)Knowledge of the Defence One Defence Capability Model (formerly Capability Life Cycle (CLC)). c)Experience working within agile project management frameworks. d)Experience developing Ansible scripting  e)Experience with Openstack f)Experience with Git and Development Operations repositories / Tools.
