The key duties of the position include: These positions sit in the Tenders and Governance Section and are part of the Digital Sourcing Branch. As a tender evaluation manager, you will lend your expertise to the ongoing management of the end-to-end tender refresh cycle for the 'open often' marketplaces and panels managed by the Digital Transformation Agency's (DTA) Digital Sourcing Branch.
The Tender Evaluation team uses a range of tools such as Sharepoint, MS Word, and MS Excel to support components of the process. Knowledge and prior experience using these tools along with a formal Certificate IV in Government Procurement and Contracting would be advantageous; however, training will be provided to the selected candidates.
In your capacity as a Tender Evaluation Manager, you will be responsible for evaluating tender applications and providing support, guidance, and strategic input to help shape continuous improvements throughout panel and Marketplace establishment and refresh cycles. Demonstrating sound judgement in the interpretation of the Commonwealth's procurement rules and policies governing a tender application and evaluation process, the role will support activities being undertaken by the DTA in providing businesses the opportunity to apply for inclusion on our panels and marketplaces, allowing them to participate in Australian Government procurements.
The successful applicant will be able to take advantage of the DTA's flexible working arrangements and must feel comfortable working collaboratively with other team members using a variety of online video conferencing and chat applications.
Key Duties: Lead collaborative efforts with internal and external stakeholders to develop tender documentation, ensuring compliance with all legislative and audit requirements for the establishment and/or refresh of a marketplace or panel. Oversee and manage the entire process of panel refreshes and Request for Tender activities, ensuring alignment with procurement and contract requirements. Direct and supervise administrative and evaluation functions for the tender process, including: Ensuring probity management. Providing critical analysis of technical specifications and responses to procurement policies. Validating statutory insurance and compliance documentation. Reviewing tender documentation and Head Agreements to understand the requirements for each DTA Marketplace. Leading the evaluation and scoring of applicant tender submissions based on criteria set by the Tender Evaluation Committee. Conducting thorough checks on tenderers to verify their information, including financial, compliance, and insurance documentation. Offering strategic recommendations to the chair on applicant suitability. Monitor, track, and provide strategic updates on the status of the marketplace or panel refresh, identifying risks and advising on corrective actions. Coordinate the signing and delivery of Enrolment letters and Head Agreements to successful applicants. Facilitate debrief sessions for unsuccessful applicants, providing constructive feedback. Oversee the review of Seller profiles, offerings, and their related compliance documentation (STRs, Insurances, WGEA, etc.) for the marketplace or panel. Perform other leadership duties associated with the establishment or refresh of a marketplace or panel, as required. Security Clearance level required: Baseline (or ability to obtain and maintain).
To be eligible for employment with the DTA, applicants must be an Australian citizen.
An applicant's suitability for employment with the DTA will be assessed through a pre-employment screening process. This process includes an Australian Police check.

This role may require the individual to work or be contacted outside of their usual working hours where reasonable, for example, to deal with high priority or urgent matters or in an emergency. The DTA Enterprise Agreement 2024-2027 takes this into account and provides compensation for an individual when they are required to work, or be contactable, outside of usual working hours. This includes access to overtime, restriction allowance, flextime, time off in lieu (TOIL) and other benefits.
