Independent Health and Aged Care Pricing Authority The Independent Health and Aged Care Pricing Authority's (IHACPA) vision is to design pricing systems that promote safe, efficient health and aged care for all Australians. This is implemented through activity based funding (ABF) which provides incentives for efficiency and increases transparency in the delivery and funding of public hospital services across Australia.
In response to the Royal Commission into Aged Care Quality and Safety, the Commonwealth Government announced that IHACPA's functions are expanded to include providing advice to the Commonwealth Minister for Health and Aged Care on aged care pricing matters.
Position Overview IHACPA is seeking an enthusiastic candidate to fill the vacancy of Data Analyst. This position implements and provides input into the oversight of the end-to-end data acquisition cycle, from specification to provision of high-quality data sets for users within IHACPA.
The key duties of the position include: Working closely with various stakeholders to implement a new data warehouse and process for managing the IHACPA aged care activity and cost data; Providing technical support to data collection covering data acquisitions, analysis, monitoring, validating, information security, and reporting for internal and external stakeholders; Maintaining technical material such as tools in SAS and SQL to transform and consolidate data as required; Working with internal and external stakeholders to fill IHACPA reporting requirements in a new Secure Data Management System build; Making inputs to IHACPA strategies, policies, priorities, and work practices for various data management systems. Minimum Requirements To be eligible for employment with the Department of Health and Aged Care, applicants must be an Australian citizen at the time an offer of employment is made. An applicant's suitability for employment will also be assessed through a variety of pre-employment check processes, such as: Satisfactory completion of a criminal history check, and where relevant, a Working with Children and Vulnerable People Check; Completion of a medical declaration and pre-employment medical (where required); Providing evidence of qualifications (where required); Obtaining and maintaining a security clearance at the required level. Getting to know the Independent Health and Aged Care Pricing Authority The Independent Hospital Pricing Authority (IHPA) was established under the National Health Reform Act 2011 (NHR Act) (Cwlth) to improve health outcomes for all Australians. Its primary responsibility has been to enable the implementation of national activity based funding of public hospital services through the annual determination of the national efficient price and national efficient cost. These determinations play a crucial role in calculating the Commonwealth funding contribution to Australian public hospital services and offer a benchmark for the efficient cost of providing those services as outlined in the National Health Reform Agreement.
On 12 August 2022, amendments to the NHR Act came into effect changing IHPA's name to the Independent Health and Aged Care Pricing Authority (IHACPA) and expanding its role to include the provision of costing and pricing advice on aged care to the Commonwealth Government.
