The Team You will join a team of highly motivated and collaborative professionals that work in the Enterprise Transformation Group. The Enterprise Transformation Group is made up of two Divisions, the Chief Information Officer Division and the Enterprise Strategy and Transformation Division, that have been established to drive the AEC's transformation agenda, and to deliver the Election Systems Modernisation Program (Indigo Program) on behalf of the agency.
The Program Support Section, which is part of the Enterprise Strategy and Transformation Division, is responsible for critical enabling functions for the Indigo Program and the broader Enterprise Transformation Group. These functions include talent management, which covers recruitment, labour hire procurement, onboarding, contract management, and offboarding of resources for both the Enterprise Transformation Group and the Indigo Program. Additionally, the section handles financial management tasks such as end-of-month accounting, financial analysis and reporting, budget development and management, contract cost evaluation and negotiations, and cost modelling. Furthermore, program support activities encompass information architecture development and maintenance, labour hire invoice processing and reporting, property planning and management, Indigo vendor onboarding and offboarding, and travel booking.

The Opportunity The Finance Officer works with the Enterprise Transformation Group executives to successfully support the efficient execution of the Indigo Program and business-as-usual finance activities. The primary purpose of the role is to support effective financial management, including through effective and compliant cost attribution, project cost change control and overall financial accounting and reporting.
As the Finance Officer, you will be responsible for producing accurate, reliable and evidence-based financial reporting and analysis. You will ensure monthly financial accounts are accurate and complete, prepare accrual and general journals, and support budgeting and financial forecasting processes. You will contribute to pricing analysis for procurements and tender evaluation, conduct annual asset reviews and support the design and maintenance of cost models.
To excel you'll have:
Demonstrated knowledge and understanding of the Australian Government Financial Framework, as well as experience in the month-end and year-end processes. A thorough understanding and ability to apply Accounting Standards (AASB). Ability to interpret and apply the Public Governance and Accountability Act 2013 (PGPA Act) and Rules, Estimates Memoranda and other guidance as distributed by the Department of Finance. Proven ability to show initiative and innovation, being self-motivated and applying problem solving and numerical skill. Excellent oral and written communication skills including well developed liaison and negotiation skills. Tertiary qualifications, or working towards tertiary qualifications, in Accounting, Economics, Commerce or in a related discipline and/or appropriate work experience in a finance/accountancy role. Professional accounting qualification such as CA or CPA in a relevant discipline. Experience with Commonwealth procurement, expense management, or budget management.
