About the Opportunities
You will play a leading role within Treasury and the Major Projects Division (MPD) team to deliver a range of timely and expert advice and leadership across one or more of the three team pillars: major projects, strategic transactions, and relevant policy initiatives.
As part of the team, you may find yourself providing key input in commercial and financial advice to agencies on funding, financing, procuring, and delivering major infrastructure, energy transition, precinct development, and capital projects throughout the project lifecycle from investment decision, bid evaluation, negotiation, contract execution, delivery, and operation. You will also deploy your strong financial analysis and/or independent business review skills to assist in financial due diligence, financial capacity review, and evaluation workstreams and contingency planning on projects and strategic transactions.
About the Team
The Major Projects Division sits within NSW Treasury's Commercial Group and is NSW Treasury's in-house major projects and strategic transaction team. MPD provides commercial, financial, and governance advice and undertakes due diligence and complex negotiations for the Treasurer and the NSW Government.
MPD is made up of three pillars:
Major Projects:
partners with agencies to deliver major capital projects including provision of commercial and financial advice to agencies on funding, financing, procuring, and delivering major infrastructure, energy transition, precinct development, and capital projects throughout the project lifecycle from investment decision, bid evaluation, negotiation, contract execution, delivery, and operation.
Strategic Transactions:
leads the execution of transactions, financial due diligence, governance strategy, and complex commercial and contract negotiations with the public and private sector on behalf of the State.
Policy:
develops and administers a range of policy initiatives, in collaboration with other parts of Treasury and the NSW Government, including the Financial Capacity Framework, the Financial Assessment Services Scheme, Bid Cost Contributions, PPP Guidelines, and other policy imperatives. MPD also contributes towards the development of policy in the infrastructure and construction sector and promotes consistency in government procurements.
Achieving Success
The role will suit applicants with a range of skills and experiences and from a variety of backgrounds including those set out below. It is not expected that applicants will demonstrate all attributes referred to below.
Major Projects pillar
Experience in infrastructure, energy transition, major projects, or project finance at a public or private sector organization, legal or professional services firm.
Experience in providing inputs into the structuring, negotiation, and execution of infrastructure, energy transition, or precinct developments and supporting transaction management including commercial, legal, and/or financial workstreams.
Experience in the commercial aspects of procuring and delivering infrastructure and major projects including with respect to cost and delays.
Experience with various contracting/delivery models, risk allocation, and project finance.
Strategic Transactions pillar
Financial due diligence experience in a transactions services or mergers and acquisitions team typically in a deals/transaction environment in a professional services firm.
Insolvency, restructuring, or credit banking experience that may include:
performing independent business reviews, financial due diligence, and financial capacity assessments
providing insolvency, restructuring, turnaround, contingency planning, or safe harbour advice to companies, banks, and/or government.
Experience with developing and implementing project or transactions governance and risk management frameworks.
Experience with supporting commercial and contractual negotiations.
Sound understanding of public sector financial management or government policymaking and experience in reviewing policy submissions for implementation.
Sound research capabilities to support and identify best practice approaches in the delivery and implementation of government policy.
Experience with one or more of the MPD key policy areas such as:
NSW Treasury Financial Capacity Framework
NSW Government Financial Assessment Services Scheme
NSW Treasury Bid Cost Contributions
NSW Treasury PPP Guidelines
Other infrastructure and construction policies
Tertiary or postgraduate qualifications in engineering, commerce, accounting, finance, law, or a related discipline.

Eligibility
