Our Federal Government client is looking for an Assistant Program Manager to assist in a large Program of work within the Defence portfolio.
Deliverables:The following tasks and required skills to achieve them for the duration of this engagement are:
Assist in the creation and maintenance of the Program of Work, deriving tasking from the Army chain of command.Manage, coordinate, and synchronise external work take on activities and tasks requesting support from the LNIC. This includes supporting the development of clearly defined scope, deliverables, resource allocation and schedules.Manage, coordinate, and synchronise internal activities and tasks across the frames and functional areas. This includes supporting the development of clearly defined scope, deliverables, resource allocation and schedules.Assist in the development of the clients Project Management processes in consultation with the Staff Officer Grade 2 Operations Officer.Support risk management practices, including undertaking the secretariat function for the Risk Working Group.Support the conduct of simple and complex procurement activities using the Commonwealth Procurement Rules and Procurement Work Instructions.Assist in the planning and execution of the clients support to Land, Joint and Coalition activities such as the Joint Warfighting Series and Joint Warfighting Activities.Provide other services as tasked by the Staff Officer Grade 2 Operations Officer or Military Executive Group.Specified Personnel:A three (3) month period of probation is imposed as a condition of engagement for all new contracted Key Person. The Key Person will report directly to the Staff Officer Grade 2 Operations Officer in order to achieve the required deliverables. The second level supervisor of the position is the Staff Officer Grade 1 Engineering and Support.
Qualifications and Experience:It is a REQUIREMENT that the Key Person has:
a minimum of 8 years of Industry experience in Project Management in order to meet the Level 3 DSS panel requirements.Proven experience as a business manager or relevant role.Excellent organisational and leadership skills.Outstanding communication and interpersonal abilities.Thorough understanding of diverse business processes and strategy development.Excellent knowledge of MS Office.It is a REQUIREMENT that the Key Person is primarily based in Canberra.
It is a HIGHLY DESIRABLE that the Key Person has extensive (greater than twelve years) experience in project/ program support, preferably within secure ICT systems in the Defence domain. This should include the development of project/ program management artefacts.
It is a DESIRABLE that the Key Person has the following qualification and/or experience:
Qualifications, and practical experience in Project or Program Management.A detailed understanding of the One Defence Capability System policy and processes.Experience with network integration at the tactical and operational levels within the ADF, including interfaces to strategic network boundaries.Highly effective stakeholder management skills (internal and cross-organisation).Experience in organisational and project risk management.Delivering within the Public Governance, Performance and Accountability Act.Experience with agile project software, in particular Atlassian – Jira.Security Clearance(s) required for personnel working on this Task:The AGSVA Security Clearance required for Service Provider personnel working on this task is a minimum of NV1 on the commencement of the contract. The specified person may be required to undergo a security clearance upgrade to NV2 over the course of the contract.
