McArthur is seeking an Assistant Director with procurement skills, strategic and analytical thinking who can adapt and lead others.

6-month contract with possible 12 months extension
The Assistant Director (SOG C) reports to the Director (SOG B) in a small team environment led by a Senior Director (SOG A). The Assistant Director role may have responsibility for managing staff.
In addition to procurement skills, we are looking to develop Branch skills across a range of general areas, such as strategic and analytical thinking, leadership and staff development, project management, communication, negotiation, written and representation skills. We are continually updating and improving our systems, knowledge, and processes, and want staff who can adapt and lead others in a dynamic environment.
You will be self-motivated, responsive and show initiative, and have sound judgement, professional resilience, and personal drive. You can think on your feet and work effectively under pressure and within time deadlines to deliver high-quality advice and outcomes that align with strategic goals.
The SAS team carries a significant business as usual workload and team members must be able to effectively manage multiple procurements (or procurement activities) concurrently. Consequently, at the SOG C level it is important that you can identify / prioritise issues and implement practical solutions, including knowing when to escalate issues.
We are looking for people with strong influencing, negotiation, and engagement skills, as well as experience in building and using relationships and networks with internal and external stakeholders.
Responsibilities:
Support the Director to build and manage an effective team to deliver high quality, strategic, accurate, responsive advice and support for the procurement and supply of goods and services on behalf of Procurement ACT to the ACT Government agencies.
Support the development of frameworks and standard operating procedures for the delivery of "Assured" Services to ACT Government clients, ensuring the expectations of the Accreditation and reform program is upheld, while achieving consistency of approach, delivery of quality advice and engagement within Procurement ACT to deliver client outcomes.
Contribute positively to the workplace with a culture of collaboration and customer service orientation.
Liaise with internal and external clients and stakeholders (e.g., ACT Government Directorates/agencies, ACT Government Solicitor, industry bodies etc.) to build strong working relationships to achieve successful business and procurement outcomes.
Effectively apply procurement and contracting principles, as well as legal interpretation and application, legislative rules, policy, and governance in order to facilitate workable, defensible procurement outcomes on behalf of ACT Government clients.
Produce and assure high quality documentation across the procurement lifecycle and reporting information as required, such as briefing material, communication artefacts, status updates etc.
Apply appropriate project management/ delivery approaches to enable multiple concurrent projects and/or changing requirements to be effectively managed and delivered within agreed deadlines. This includes being able to forecast/identify /prioritise issues and implement practical solutions, including knowing when to escalate.
Draft high quality written documentation including briefs, reports, and staff communication material.
Promote, support and contribute where required to the initiatives of the ACT Government Procurement Reform Program.
Promote the Branch's objectives and values through direct and indirect activities, such as appropriate representation and communication when liaising with stakeholders, assisting in the development and delivery of presentations and the preparation of guidelines and training material on a range of procurement topics.
Support the Territory's strategic objectives such as achieving strong value for money outcomes, and supporting procurements which promote social, sustainable, digital, indigenous, and local participation goals.
Other duties as required.
Selection Criteria:
Applicants are required to submit a three-page response addressing the selection criteria below:
Technical - Extent to which the applicant demonstrates an ability to acquire and effectively apply procurement skills and knowledge (e.g., ability to interpret and apply public sector procurement principles, legislation, policies, and procedures to achieve value for money outcomes; approach to market documentation development; negotiation and management).
Critical Thinking - Extent to which the applicant demonstrates a sound ability to understand and analyse differing requirements (be they corporate and client needs), identify risks and issues, and develop appropriate solutions to various problems in a timely fashion and articulate these in both written and verbal mediums.
This includes being adaptable, agile, and responsive to changing requirements (e.g., subject matter, industry / client, or corporate changes), work under limited supervision, and able to actively manage multiple projects and stakeholders concurrently whilst ensuring a professional level of customer service is maintained.
Communication and Stakeholder Engagement - Extent to which the applicant demonstrates highly developed communication skills (including written and oral communication skills, liaison, presentation, influencing, negotiation, and representational skills). This includes the applicant's ability to communicate with influence, effect change and to build /maintain positive professional relationships with internal and external stakeholders and adjust their style to suit different stakeholders and team members.
Team Contribution and Organisational Values - Extent to which the applicant demonstrates ability to guide, manage and support staff and colleagues and make a positive contribution as a team member. An ability to work effectively with team members to support their operational needs and the broader objectives of the organisation. Extent to which the applicant demonstrates a strong understanding of public service values covering ethical standards, and demonstrates self-awareness, initiative, drive, professionalism and a proven commitment to Respect, Equity and Diversity in the workplace, as well as the Directorate's Work Health and Safety policies, procedures, and responsibilities.
