The role is responsible for supervising, managing and motivating a team and providing appropriate support and guidance. Model commitment to continual learning, encourage ongoing development and engaging the right people to the right roles.The primary responsibility for this position is to lead the Investigation and Enforcement Team and provide direct support to the Senior Director, Licensing and Compliance, to effectively regulate and administer the various statutory functions for which TCCS is responsible. With minimum direction, you will:Manage and direct the operations of the Licencing and Compliance (L&C) Investigations and Enforcement Team involved in the administration of the Public Unleased Land Act 2013, Litter Act 2004, Urban Forest Act 2023, Trespass on Territory Lands Act 1932, and other regulatory and compliance issues.Supervise, lead and manage a high performing team of investigators and administrative officers in an agile environment with a strong focus on flexibility and superior customer service leadership.Conduct, lead, and direct investigations into suspected offences against legislation administered by TCCS in accordance with Australian Government Investigations Standards, the ACT Director of Public Prosecutions policy and guidelines and TCCS Accountability Commitment policies.Issue infringement and direction notices, prepare briefs of evidence, attend court and tribunal proceedings and provide evidence in prosecutions for breaches of legislation as required.Review submissions disputing infringements, requesting leniency or waiving penalties, and provide recommendations to the Senior Director and executive as required.Review and manage submissions to TCCS L&C Regulatory Advisory Committee considering contraventions of legislation administered by TCCS and issues of legislative interpretation at the procedural/operational level.Develop and review investigation guidelines and procedures.Develop and deliver training to authorised officers to enhance the reputation of the TCCS investigative function.Mentor and develop staff in the investigation competencies of their respective roles;Perform the range of functions undertaken by the L&C Teams as required, including those of an authorised officer or inspector appointed under the range of ACT legislation administered by TCCS.The work of the Investigations and Enforcement team within L&C is operational, highly diverse and encompasses many varied pieces of legislation. This position requires the occupant to have the ability to research, interpret and apply complex legislation to a myriad of municipal regulatory and investigatory matters. The occupant requires the ability to draft and/or review high level documentation for executive, court and/or tribunal referral.The occupant requires the ability to provide accurate and considered advice on municipal regulatory and/or compliance matters, in line with the applicable legislation and overarching government policies, to staff and other stakeholders. Some weekend work may be required.Willingness to wear a uniform.Note: This is a temporary position available immediately for a period of six months with the possibility of extension up to 12 months and/or permanency. Selection may be based on application and referee reports only. An order of merit will be established from this selection process and may be used to fill future identical vacancies over the next 12 months. This position is in a workplace designed for activity-based working (ABW).
