The Assistant Director, ICT Contracts and Procurement Manager position primarily supports the BST in leading its ICT budget, vendor, procurement and contract management activities.The Assistant Director, ICT Contracts and Procurement Manager is also responsible for budgeting, monitoring and tracking contracts and vendors, including forward planning of procurement activities for the team.The key duties of the position are:Track and manage all BST ICT contracts and procurements through the development and maintenance of a procurement register and plan related to all projects, contracts and software that the BST is responsible for.Provide advice and assistance to BST teams on procurement and governance matters, including the development and maintenance of DTA required procurement documentation, capturing all necessary approvals and key dates.Provide expert advice to BST teams on procurement risk management, including but not limited to identifying risks, developing risk mitigations and controls, and escalating risks to enable the organisation to meet its obligations.Implement and contribute to the development of contract management plans in conjunction with other functional teams across the BST, monitor vendor performance, identifying risks of non-conformance or non-compliance, and contribute to the resolution of vendor and/or contract issues. Collaborate with the DTA Finance, Procurement and Assurance team to negotiate contract variations through effective supplier relationships to enhance business outcomes.Ensure compliance with relevant legislation and regulatory frameworks as well as Commonwealth and DTA policies and procedures, including but not limited to the PGPA Act, PGPA associated instruments and policies, Commonwealth Procurement Rules, Indigenous Procurement Policy and DTA records management requirements.Build and maintain a strong knowledge and understanding of the business and supplier markets, and developing, implementing, and reviewing business processes.Lead financial activities related to contracts, vendor management and vendor payments, including the development of contract budgets, forecasts and budget reviews in conjunction with the DTA Finance, Procurement and Assurance team.Contribute to the development and implementation of other BST budget, initiatives, strategies or methodologies relating to business improvement through working collaboratively with other teams to deliver governance and compliance activities through a holistic approach to achieve effective and efficient enabling services.Perform all inherent duties of the role in a timely manner. This includes delivery of tasks within prescribed timeframes and deadlines based off the key requirement of ensuring continuity of the goods and services offered to the DTA, through the BST.
