This presents a unique opportunity for an experienced and strategic Human Resource (HR) leader to apply their skills and join the mission.
We are seeking to fill the role of Assistant Director-General Learning and Development at the Senior Executive Service Band 1 level.
As a key member of the organisation's senior leadership team, and in partnership with HR colleagues, you will lead the implementation, evaluation, and continuous improvement of a comprehensive learning and development strategy that ensures ASIO has the people capabilities required now, and into the future.
You will develop and implement capability frameworks, learning, and career pathways that support individual, team, and organisational performance.
This includes continuing to develop ASIO's leadership capabilities to support effective change, communication, and the ability to confidently navigate complexity.
In addition to applying your skills and experience in a challenging and nationally important role, you will work with a team of HR professionals, with the opportunity to move into other HR leadership roles in the future as part of your professional development.
A merit pool may be created to fill future vacancies which have the same or similar requirements to this position.
This merit pool will be valid for up to 18 months.
Role responsibilities
As Assistant Director-General, Learning & Development in ASIO, you will:
Refine and deliver ASIO's Learning Strategy by aligning strategies and operations with the organisation's objectives to identify and address skill gaps, and address the needs of a diverse and complex workforce.Develop and deliver programs to support the growth and development of current and future leaders, including succession planning, leadership development, and on-the-job development.Create and implement programs to develop the skills and competencies of employees, including induction, orientation, training, and career development initiatives.Partner with senior leaders to support and influence organisational change and improvement initiatives - including supporting a learning culture, inclusion and diversity, and employee engagement.Develop and track metrics to measure the effectiveness of learning and development initiatives, including ROI analysis, participant feedback, and business impact.Manage the learning and development budget, ensuring effective use of resources and alignment with business objectives.Identify, select, and manage external vendors and partners to support learning and development initiatives.Collaborate with stakeholders across the organisation to communicate the value and impact of learning and development initiatives.Build relationships with senior leaders, employees, and external partners to understand learning and development needs and priorities.Lead and manage a team of learning and development professionals, providing guidance, coaching, and development opportunities.What you will bring

Proven track record of designing, leading, and implementing successful learning and development strategies.Experience with, or knowledge of, adult learning theory, instructional design, and technology-enabled learning.Ability to promote and build a culture of learning and continuous improvement.Strong business acumen, with the ability to understand and align with organisational objectives.Excellent communication, interpersonal, and project management skills.Ability to work in a fast-paced, complex environment with multiple stakeholders and competing priorities.Experience with metrics and evaluation, including ROI analysis and data-driven decision making.Knowledge of industry trends and best practices in learning and development.Experience with learning management systems and other learning technologies.Experience in business partnering - ideally HR business partnering in a complex and geographically dispersed organisation. This position is located in Canberra, and applicants must be willing to relocate.

Employment conditions
Employment is under the Australian Security Intelligence Organisation Act 1979.
Conditions of service are similar to those applying in the Australian Public Service.
We recognise entitlements accrued under the Public Service Act 1999 and provide for continuation of superannuation under the Commonwealth schemes.
Salary packaging arrangements are also available.
