The Department of the House of Representatives is seeking applications from those interested in directly supporting the work of the House of Representatives and members of Parliament at Parliament House in Canberra.The Finance Office, within the Members' and Corporate Support program overseen by the Serjeant-at-Arms, supports the work of the House of Representatives and its committees through the provision of financial services and resource management guidance. By working collaboratively with business areas, the office manages internal and external budgetary requirements along with statutory and management financial reporting. The team delivers financial processing services and provides tailored financial information and procurement advice to assist internal stakeholders deliver outcomes.The objectives of the office are to:ensure the continued sound financial management of the department through the delivery of comprehensive financial stewardshippromote and uphold a culture of integrity, ethical behaviour and compliance awarenesstrain and develop team members and the broader department in an innovative, supportive and service focused environment that values both teamwork and individual achievementThe Assistant Director will be focused on transforming how we provide services to the department through the implementation of innovative, digital, streamlined solutions, using systems, tools and technology. The role works collaboratively with the Chief Finance Officer, to deliver an efficient and effective finance and procurement function. The Assistant Director applies effective collaboration and stakeholder engagement skills and a well-developed understanding of how quality financial information, and finance and procurement processes and policies, contribute to organisational performance.Under broad direction, the Assistant Director will undertake complex finance-related activities and tasks. Work collaboratively within a small team, leading junior members and are responsible for providing operational support, detailed technical, professional, and policy advice in relation to complex problems and will lead in policy development to achieve the objectives of the department. The Assistant Director applies a detailed understanding of legislative, regulatory and compliance frameworks, demonstrates excellent communication skills, and values and nurtures a culture of innovation and service delivery.The key duties of the position include:Assist in the management of the department's financial framework and control structures taking into consideration governance requirements. This includes maintaining the accuracy and integrity of general ledger records to ensure effective departmental operations and accountability requirements.Ensure the department meets all required statutory reporting, contractual obligations, auditing, and tax requirements and maintains an exemplary reputation through the management of governance and compliance with the PGPA Act.Oversee and manage financial processing, operations and treasury functions. This includes managing and reporting on financial transactions and performing accounting duties including period end processes, journals, income and expense schedules, data imports and exports, reconciliations and asset management.Prepare financial statements, reports, budgets and analysis for internal and external stakeholders including annual financial statements, monthly internal reports and Portfolio Budget Statements.Prepare financial policies and procedures, financial Instruments of Delegation, and accountable authority instructions (AAIs).Build effective working relationships with all stakeholders and assist with the development, management and presentation through effective methods to educate and inform staff about departmental policies and procedures.Provide expert advice to deliver consistent, high quality customer service on financial governance and procurement activities across a range of requirements and situations.Lead team strategy to improve operational efficiency and productivity and foster a collaborative environment to ensure a continuous improvement approach is taken to operational tasks and service delivery.Develop team capability through coaching, training and mentoring junior staff within the finance team.
