About the Aged Care Quality and Safety Commission
The Aged Care Quality and Safety Commission (the Commission) was formed on 1 January 2019. We work to improve the lives of older people by maintaining the integrity of the aged care system.
As the single independent regulator of Australian Government aged care services, we offer a variety of interesting and challenging jobs across most capital cities.
It is an exciting time to join the Aged Care Quality and Safety Commission, with major reforms underway to improve aged care in Australia. You will be contributing to our role as the national regulator to safeguard and protect older Australians receiving aged care services.
The People & Culture (P&C) group delivers high quality workforce services to meet the current and predicted demands of the Commission. More specifically, the Employee Relations team are involved in the enterprising bargaining process, consultation processes including with unions and the Commission's Staff Participation Forum (SPF), People & Culture projects, policy and procedure revision and development, and responding to a variety of complex employee/industrial relations matters.
About the Role
This role is accountable for leading the development of ER/IR policies and guidelines, negotiations and consultation processes for the Aged Care Quality and Safety Commission which includes periodic Enterprise Bargaining negotiations. This role will lead the consultation and negotiation processes to deliver change programs, Enterprise Bargaining outcomes and manage standing consultation forums and emerging industrial issues.
Position Duties
Demonstrate leadership across the P&C group by collaborating, developing others, role modelling desired behaviours, contributing to strategic planning and engaging in organisational initiatives.
Contribute to performance reporting of the P&C function and wider Commission. Identify and report any workforce risks and emerging trends to the relevant P&C Director.
Conduct high level negotiations dealing with significant industrial matters including Enterprise Bargaining in accordance with the Public Sector Workplace Relations Policy and Fair Work Act. Prepare documents and applications for approval of the Enterprise Agreement in accordance with the Fair Work Act.
Create and maintain close relationships with the Australian Public Service Commission, Merit Protection Commission, Fair Work Commission, unions and professional legal counsels. This includes consulting with legal counsel on selected/relevant industrial matters.
Liaise with the Commission's industrial organisations, consultative forums and unions on matters relating to the development and implementation of new and amended policies, strategies or programs, ensuring the organisation responds to current and emerging industrial relations issues.
Develop and support the Commission's consultation processes, including with unions, the SPF and relevant employee representatives to deliver change programs and Enterprise Agreement implementation.
Ensure the maintenance of appropriate records and assist/represent the Commission before Industrial Tribunals and other forums.
Provide professional guidance, interpretation and education to managers and other stakeholders on industrial instruments, the Enterprise Agreement, policies, industrial disputes, management practices, emerging workplace trends and risks, and legislative changes.
Lead a small team, including managing workload, timesheet and leave approvals, engagement, wellbeing, and achievement of individual and team performance objectives. Ensure team members are mentored and developed in industrial/employee relations, terms and conditions of employment for successful delivery of outcomes in line with the Commission's organisational priorities.
Position Eligibility Requirements (Selection Criteria):
To be successful in this role you will need to demonstrate the following:
A tertiary qualification in Employee or Industrial Relations, Human Resource Management, Business Management, Law or a related field, or equivalent work experience.
Proven experience in Enterprise Bargaining negotiations and consultation processes.
Highly developed written and verbal communication skills including the ability to build and maintain effective working relationships, and manage stakeholders at all levels to achieve results.
Proven experience in successfully coaching and developing leadership capability in the application of ER/IR principles.
Strong technical and analysis skills in the interpretation and application of industrial instruments, policies and procedures.
The ability to deliver tailored, informed guidance in relation to complex ER/IR problems to enable the creation and implementation of innovative, strategic solutions to workforce challenges.
The ability to engage with others with empathy and professionalism, respecting diverse backgrounds, perspectives and experiences. Display resilience in challenging circumstances.
Position Notes:
Salary offered will be between $114,247 - $130,300 per annum depending on skills and experience. In addition, 15.4% superannuation will be paid.
Only candidates who hold Australian citizenship can apply. Appointment is conditional on successfully completing a national police check.
Non-ongoing opportunity will be offered for an irregular/intermittent term. Opportunities will be offered for varying periods up to 12 months with the option to extend to a total of 24 months.
