About the teamThe National Measurement Institute, a Division within the Department of Industry, Science & Resources, is seeking an Assistant Director (EL1) to lead NMI's newly established Digital Program Management Office.
The National Measurement Institute (NMI) is the Australian Government's national measurement authority.
Australians rely on measurement every day to stay safe and healthy, to be confident they get what they pay for, and to level the playing field for business.
NMI's sovereign measurement capabilities underpin these outcomes for Australians, contributing to a Future Made in Australia and maintaining national and international confidence in Australian goods and services.
Our work spans the economy, delivering over $800 million annually in direct benefits to Australians and Australian industry.
NMI also administers the regulatory framework for measurement which supports around $1.4 trillion of economic activity in Australia each year.
NMI is an integral part of Australia's critical scientific infrastructure, supporting the government's objectives in a wide range of sectors, including in manufacturing, health, food safety, trade, the environment, defence, energy, the integrity of sport and law enforcement.
About the Strategy and Operations branchThe branch's remit is wide and includes leading NMI's cross-branch activities in the areas of policy development, ministerial and government relations, digital transformation, stakeholder engagement, communications, workforce capability, change management, international relations, and work health and safety.
The branch coordinates NMI's input to policymakers across Government, leads much of the division's involvement in budget processes, and ensures the successes of NMI's expert scientists are clearly communicated to decision makers and the public.
Digital Transformation SectionThe Digital Transformation Section is currently a small team within the Strategy and Operations Branch of NMI responsible for overseeing NMI's multi-million dollar ICT budget allocation and delivery outcomes, as well as developing NMI's digital strategy, business cases and strategic engagement.
The opportunityThis is a Non-Ongoing role for 12 months with the possibility of extension or conversion to ongoing employment.
As part of the Digital Transformation's section's responsibility to oversee NMI's ICT budget, a new Digital Program Management Office (DPMO) is being established.
The DPMO will oversee the assurance, risk, financial, change management and benefits management of NMI's ICT spend.
This DPMO Lead will provide leadership and expertise across the DPMO functions including project management, scheduling, coordination, secretariat, stakeholder engagement, financial management, change management and benefits management.
This role is well suited to someone with experience in a Program/Project Management Office, who can organize themselves and others well, is comfortable engaging across a wide range of stakeholders, has some exposure to ICT project management including risk, assurance and benefits management, change management, and is comfortable working in Excel, Word and PowerPoint.
NMI's working style is hybrid, with staff working flexibly across Australia and offices available in most major cities in eastern Australia.

Australian Public Service governance experience including an understanding of the Digital Transformation Agency (DTA) obligations for ICT projectsProject/program management experience, ideally with experience in overseeing ICT projectsFinancial skills, including budget management for projectsUnderstanding and experience with risk, assurance, change management and benefits management across a project or program of workSecretariat experience with excellent organization and coordination skillsExperience with procurement processes, including preparing procurement documentationExcellent written and oral communication skills including the ability to craft PowerPoint presentationsAbility to work collaboratively with a wide range of internal and external stakeholdersA flexible and adaptable approach and comfort in working in a dynamic environmentAbility to lead projects, tasks and meetings to ensure collaborative and effective outcomesPlease note: This is not an IT role.

Leading the development or revising the PMO's Benefits Management Plan, Risk Management Plan, Change Management Plan and Assurance PlanCoordinating ICT project status reports including updating financial positions, highlighting risks, and supporting ICT project reporting requirements to NMI ExecutiveEngaging and collaborating with the Department's IT division, including relevant IT project and product leadsLeading and coordinating change management activitiesSupporting the development of baseline data for benefits trackingDeveloping plans, schedules, meeting agendas and briefings for the Digital Transformation section and Strategy & Operations BranchSupporting procurement processes and relevant contract management within the SectionContributing to the Section's overall objectives while also being flexible to support new priorities that might emerge within the Branch or NMI more generallyProviding secretariat support for NMI's ICT Transformation Program BoardEligibilityTo be eligible for employment in the APS and the department, candidates must be Australian Citizens.
Positions require a Baseline security clearance and successful candidates will be required to obtain and maintain a clearance at this level.
