National Emergency Management Agency:The National Emergency Management Agency (NEMA) was established on 1 September 2022 as a single, accountable Commonwealth authority that delivers a whole-of-nation approach to reducing disaster risk, planning, preparing for, responding to and recovering from all hazards across the emergency management continuum.NEMA works closely with States and Territories to deliver the best outcome for communities across Australia. To help communities respond and recover, while preparing Australia for future emergencies, we:Fund programs and initiatives, big and small, that help communities in times of emergency, as well as to recover and prepare, including through disaster recovery funding and the Disaster Ready Fund to help reduce the risk and impact of disastersHave officers located across Australia, working in partnership with States and Territories to support disaster-affected communities to collectively build resilience, reduce risk and harm, and effectively respond to and recover from disastersProvide national leadership to share knowledge, situational awareness, and trends in disaster efforts to inform, guide and shape the national picture and decision-making at the Commonwealth, State and local Government level – including through policy development and strategy to improve risk reduction, resilience and recovery andProvide round-the-clock all-hazards monitoring and operational coordination for domestic and international emergencies, including supply chain disruptions, critical infrastructure outages, biosecurity risks and widespread cyber-attacks, and through supporting preparedness and response activities, including through the operationalisation of the Australian Government Crisis Management Framework.Overview of the Branch and Section:Data and Analytics Branch:The Data and Analytics Branch is the core data science team at NEMA. The Branch is responsible for a range of Agency functions including: data leadership, governance, geospatial products, and statistics relating to disaster events, recovery and mitigation efforts and analytical advice to the Agency. The Branch provides leadership for evidence based decision making to support NEMA policy and programs.Data Strategy and Governance Section:The Data Strategy and Governance section works with a variety of stakeholders to improve the agencies data policies and data sources and implement the Data Strategy and Data Governance Framework. Our team members have skills in liaison and an understanding of how data can be best used and managed to answer key needs in the disaster space.About the role:Assistant Director, Strategy and Governance:The Assistant Director, Strategy and Governance will lead a small team responsible for developing, leading and managing agency-wide data governance activities and the Data Strategy. The position will focus on the implementation of the Data Strategy and Data Governance Framework and the associated policies, committees, governance standards, and operating processes and procedures. The Assistant Director, Strategy and Governance will work closely with business areas to support the strategic goals of the Agency through the responsible use, storage and sharing of data.Assistant Director, Strategic Partnerships:The Assistant Director, Strategic Partnerships will be the key point of communication between the Data and Analytics Branch and our key partners such as State and Territory counterparts, project partners and other external stakeholders.The position will focus on delivering outcomes from the Australia-New Zealand Emergency Management Committee (ANZEMC) Time Limited Working Group, working closely to deliver key projects with external providers, working across other Commonwealth departments and liaising with key industry partners. The Assistant Director, Strategic partnerships will have supervisory responsibility for junior staff.At times staff within NEMA may be required to work outside of standard business hours, particularly during the high-risk weather season.Our ideal candidate:These roles provide exciting opportunities to implement new policies, procedures and form partnerships that support NEMA to be a national leader across the disaster continuum. The key duties of the position include:Assistant Director, Strategy and Governance:Lead the implementation and update of the Agency's Data StrategyLead the implementation of the Data Governance Framework and associated policiesDevelop and maintain relationships with internal and external stakeholders to ensure adherence with the Data Governance Framework and associated data management processesPreparing a range of written material including reports, briefs and other documentationLead the continuation of an Agency Data Governance Committee and associated secretariat support to the Data Sub-Committee, ensuring it is an effective governance body for management of data and data products.Assistant Director, Strategic Partnerships:Liaising with external stakeholders, particularly the states and territories and Commonwealth partners, delivering under our ANZEMC obligationsImprove data sharing practices and assist in managing requests for sharing, this includes negotiating with states and territories in order to establish mutually beneficial data-sharing arrangements under the Intergovernmental Agreement on Data SharingMaintain and enhance existing partnerships and internal teamsSupervising and mentoring junior staff.Role requirements/qualifications:Assistant Director, Strategy and Governance:Strong ability to think strategically about what governance arrangements are required and the best way to implement these arrangements taking into consideration the Agency's needs and requirementsAbility to manage competing priorities and work methodically on a large piece of work and identify components that can be worked on independentlyAbility to lead and direct organisational changeAbility to build and maintain positive relationships with internal and external stakeholdersExcellent writing skills, with the ability to translate findings into written reports for both technical and non-technical audiencesStrong organisational and problem solving skillsAbility to successfully lead and manage a team.Assistant Director, Strategic Partnerships:Ability to build and maintain positive relationships with internal and external stakeholders and to work independently and collaborativelyAbility to facilitate stakeholder meetings and negotiate mutually beneficial arrangementsStrong liaison and negotiation skills and demonstrated experience in building productive working relationshipsExcellent writing skills, with the ability to translate findings into written reports for both technical and non-technical audiencesAbility to manage competing priorities and work methodically on a large piece of work and identify components that can be worked on independentlyStrong organisational and problem solving skills.
