EL 1 - $120,290 - $129,379 per annum plus superannuation Water Infrastructure & Investment Division Canberra, ACT Who we are The Water Infrastructure and Investment Division enables informed water resource investment decision making by Government; we design and deliver robust Government programs that invest in and support Australia's regional water resources– townships, the environment, agriculture and industry; and we look for opportunities through collaboration and partnership to shape policy and investments that impact regional water resources.
A function of this division is to provide a conveyance function to support water purchase programs, which assists with capturing water recovery data used with reporting and analytics function.
We also administer the Water Efficiency Labelling and Standards (WELS) scheme, to conserve Australia's water resources by helping consumers make informed decisions and encouraging uptake of water-saving technologies.
The Water Support and WELS branch supports the development and implementation of water policies, programs and business processes through the provision of support services, including budget support, to water divisions.
The branch is also responsible for enhancing the sustainable use of Australia's water resources through the administration of the Water Efficiency Labelling and Standards (WELS) scheme.
Water recovery involves the acquisition of water entitlements that become a Commonwealth asset.
The conveyance team facilitates the legal Conveyance process whereby water is legally transferred from willing sellers across the Murray–Darling Basin to the Commonwealth, the entitlements are held by the Commonwealth Environmental Water Holder (CEWH).
Recovered water is then used to maintain the environmental health of the Basin.
The Job This is a specialist position in a regulatory program area.
The duties for the Assistant Director of Conveyance include but are not limited to: Lead a large and specialist team and maintain a high-performance culture Oversee the preparation of conveyance documentation Provide solutions to complex issues within short timeframes Coordinate with key functional areas including legal, procurement, finance, the executive, delegates, and the Audit Office Analyse data and provide independent advice Maintain and provide quality assurance of records in the Water Entitlement Purchasing System (WEPS) to ensure compliance Review WEPS processes and procedures and identify efficiency gains Maintain in-depth knowledge of: The Water Act 2007 The Basin Plan 2012 State government water registration processes WEPS processes and procedures Water entitlements characteristics Procurement and contract management functions including reporting through Aus Tender.
What we are looking for This is a specialist position – the following knowledge, experience, skills and capabilities are required in order to be effective in the role: Well-developed analytical skills Ability to manage a large team Highly-developed communication and interpersonal skills Strong understanding of the Water Act 2007, the Basin Plan 2012, the Water Entitlement Purchasing System (SAP based), state government water registration processes, and water entitlements characteristics Experience in contract management and reporting Experience working with water recovery and water conveyancing in Australia Experience with the development and delivery of regulatory programs in a government agency.

Security Clearance - This position requires a Baseline Vetting security clearance.
You will be required to obtain and maintain a clearance at this level.
