The Role
An exciting opportunity exists for suitably skilled and experienced candidates to join the recently established External Workforce Reform Branch. We are at the heart of Defence's work to deliver the Government's plan to strengthen the Australian Public Service and reduce the reliance and expenditure on external labour.

The Assurance function will support Defence to strategically manage its use of the external market and support decision-makers by providing independent and timely insights and advice to ensure policy outcomes are achieved, within an acceptable level of risk.

The function will develop and implement a robust assurance program to instil confidence that policies governing Defence's use of the external market can and will be executed according to their design.

Specifically, the function will:
Develop and maintain an assurance program with milestones and deliverables clearly articulated;
Align the benefits to Defence and government strategic objectives with clear measurable targets, timelines and owners;
Address planning and risk management challenges associated with competing priorities, resources and capability;
Address complexities and attendant risks, including those attached to cross-government responsibilities and regulatory environments;
Undertake risk management analysis, the development of mitigation strategies that can be implemented through the various pillars of the effort within the External Workforce Reform Branch.

About our Team
The External Workforce Reform Branch was established to embed an enduring change to the way Defence interacts with and utilises the external workforce. The team has a broad agenda focused on building a culture that ensures contracted support is only used where it provides the best value for the Australian taxpayer. The team will be pivotal in enabling Defence to achieve the transformational change required to deliver the agenda outlined in the National Defence Strategy.

Through the External Workforce Reform Action Plan, the team is extending the work begun in March 2023 across all parts of the external workforce. Built on three pillars of effort: the External Workforce Hub, Australian Defence Consulting, and Strategic Market Management, the goal is to ensure Defence can deploy the right resources at the right time to deliver its mission sustainably and with maximum effect.

The Assurance function nests within the External Workforce Hub. The Hub oversees the use of the external market and enables business areas to use it well through the development of policy and training, data analytics and assurance processes. The Hub also drives the successful implementation of the External Workforce Reform Action Plan through strategically designed and delivered communications and rigorous governance to track progress and ensure meaningful impacts are made to how Defence uses the external workforce.

Our Ideal Candidate
Our ideal candidate for this assurance role will have experience in compliance, assurance, audit or regulatory environments and the ability to demonstrate accuracy and a high level of attention to detail. You will have strong analytical and problem-solving skills, be a logical and pragmatic thinker and be able to communicate your ideas with influence.

You will be well-organised and have excellent leadership and/or people management skills and achieve great results through people. You will have the ability to develop and maintain relationships across Defence and Commonwealth agencies, where required, and consistently act in accordance with Defence Values and Expected Behaviours.

Security Clearance
Applicants must be able to obtain and maintain a security clearance at "Baseline Vetting" level.
