Flexible working arrangements will be negotiated with the successful candidate.About the PositionReporting to the Chief Information Officer, the Assistant Director - Agency Security Advisor and Property undertakes a governance and leadership role, ensuring that protective security plans, the agency's facilities, policies, and procedures are maintained and meet the requirements of the Protective Security Policy Framework (PSPF) and are reflective of the current security threat and risk levels applicable to the agency.The key duties of the position include:Implementing and managing internal security policies and procedures.Preparing PSPF compliant briefs, plans, awareness materials, and other artifacts.In collaboration with the Information Technology Security Advisor (ITSA), drafting the annual PSPF maturity assessment for presentation and approval by the Accountable Authority.In collaboration with the ITSA, developing an annual work plan to uplift the ARC's security and raise the department's PSPF compliance response.Delivering security briefings for staff conducting international travel and other security briefings as required.Managing security incidents and conducting, facilitating, or assisting with investigations.Managing staff and contractors to deliver security services across the department.Overseeing the facilities management function to ensure routine and unscheduled maintenance and capital upgrade works are conducted safely and effectively, within budget to the required standard, and contracts are established and managed in accordance with relevant procurement guidelines.Managing property leasing arrangements, both new and existing, working with our outsourced Property Services Provider.Maintaining the ARC property portfolio infrastructure.Coordinating the provision of emergency planning and response services under WHS Regulation 2011.Developing reports, policies, briefing papers, and correspondence in line with requirements, and in consultation with internal and external stakeholders as appropriate.Required Skills and KnowledgeExcellent written and oral communication skills and a high attention to detail.Demonstrated experience in government protective security of at least 2 years with relevant industry certification to perform the role.Strong organisational and time management skills, including the ability to manage competing priorities and meet tight deadlines.Ability to develop and support key internal and external relationships, including working with stakeholders to achieve work area and agency goals.Demonstrated experience in leading projects by developing clear plans to deliver within timeframe, resources, and budget constraints to accomplish outcomes.Ability to motivate, guide and develop staff.Understanding of Commonwealth Government property and procurement, including the Whole of Australian Government Property Services procurement arrangements.Assist in managing security and facilities projects including an understanding of fit-out works is highly desirable, proven ability to achieve results.Our Ideal CandidateYou will be an enthusiastic, motivated candidate with strong technical aptitude. You will have the ability to exercise initiative, show good judgment, and be able to prioritise and respond quickly as priorities emerge. It is preferred that the successful candidate has a minimum of 2 years' experience in a security role in Government. You will have previous management experience and be comfortable undertaking day-to-day business as usual work when required, as well as having experience overseeing projects, coordinating resources, and ensuring positive outcomes. You will have proven experience working in a government security environment and working cooperatively in operational teams. In addition, you will be a strategic thinker and have a passion for security, with a strong interest in keeping up to date with the requirements of the PSPF and how to apply them in a small agency.What you'll gain from the experienceIn this role, you will gain experience working in a small agile agency with a strong security culture. We are a small team of great people that are enthusiastic, helpful, and experts in their field. The team fosters a strong partnership with business that is demonstrated through successful projects and high-quality support to the ARC's stakeholders in the education sector.Minimum RequirementsMust be an Australian citizen.Undergo ID Verification Check.Undergo Criminal History Check.Hold or undergo a security clearance at the NV1 level.Getting to know the Australian Research CouncilThe ARC is a non-corporate Commonwealth entity established under the Australian Research Council Act 2001 (ARC Act), located within the Australian Government's Education portfolio, and reporting to the Minister for Education. The ARC plays an integral role in supporting the research sector to produce excellent and impactful research for Australia's economic, social, environmental, and cultural benefit through the delivery of the NCGP. The NCGP funds excellent pure basic, strategic basic, and applied research in all disciplines except medical research. The ARC's broader remit includes the provision of high-quality research policy advice to the Australian Government, supporting research integrity and promoting ethical research, evaluating the excellence, impact, and depth of Australian research, and expanding Indigenous Australian knowledge systems. It also facilitates partnerships between researchers and industry, government, community organisations, and the international community.
